The site currently lacks utilities and sewer service. Mr. Green hoped to encourage low-income home ownership and urged the development of creative financing mechanisms to do that. Responding to Ms. Ehrman's inquiry about sellers approaching the City, Mr. Weinman explained that this site was not being compared to others. Mr. Gleason added that the council's dispersal policy, adopted housing assistance plan, and the fact that this is an action item of the council's Social Goals Committee mean that opportunities for purchasing sites to develop into low-income housing sites are being explored as an ongoing activity. Mr. Bennett reported that the particular site under consideration has been on the market for some time and the Social Goals Committee encouraged staff to pursue an analysis of the site. He supported marketing a portion of the site for private development in order to recoup some of the City.s investment. Ms. Bascom moved, seconded by Mr. Bennett, to approve the purchase of parcels of land identified as Tax Lot 17-04-14-0 0--00500; 17-04-23-2 0-03900 and 03901, for the purpose of a housing landbank site. PUBLIC HEARING: RESOLUTION ADOPTING STANDARDS TO BE UTILIZED IN EVALUATING THE PERFORMANCE OF THE CITY MANAGER City Manager Mike Gleason introduced the topic. Linda Norris, Director of Human Resource and Risk S~rvic~~, ~~ported that Oregon Statute requires that liThe stQndard~, ~r1ter1a, and policy dir~ctivQs to b~ used in evaluating chi~f Qxecutive officers shall be adopted by the governing body in meetings open to the public in which there has been opportunity for public comment.1I The resolution under consideration has been drafted in accordance with those requirements and includes the following standards: 1) works effectively with the City Council on implementing council policies and carrying out the majority direction of the City Council; 2) performs the administrative functions of the position; 3) assists the City Council in achieving its established annual goals; 4) establishes and maintains effective relationships with other persons and entities for the purpose of facilitating the accomplishment of City Council goals; 5) keeps the council informed of emerging community trends, problems, and issues; 6) responds to public concerns and constituent requests. If adopted by the council, Ms. Norris said these standards can be used for evaluations in future years. The purpose of the public hearing is to comment on the standards in the resolution.
