The site currently lacks utilities and sewer <br /> service. <br /> Mr. Green hoped to encourage low-income home ownership and urged the <br /> development of creative financing mechanisms to do that. <br /> Responding to Ms. Ehrman's inquiry about sellers approaching the City, Mr. <br /> Weinman explained that this site was not being compared to others. Mr. <br /> Gleason added that the council's dispersal policy, adopted housing assistance <br /> plan, and the fact that this is an action item of the council's Social Goals <br /> Committee mean that opportunities for purchasing sites to develop into <br /> low-income housing sites are being explored as an ongoing activity. <br /> Mr. Bennett reported that the particular site under consideration has been on <br /> the market for some time and the Social Goals Committee encouraged staff to <br /> pursue an analysis of the site. He supported marketing a portion of the site <br /> for private development in order to recoup some of the City.s investment. <br /> Ms. Bascom moved, seconded by Mr. Bennett, to approve the <br /> purchase of parcels of land identified as Tax Lot 17-04-14-0 <br /> 0--00500; 17-04-23-2 0-03900 and 03901, for the purpose of a <br /> housing landbank site. Roll call vote; the motion carried <br /> unanimously, 7:0. <br />e IX. PUBLIC HEARING: RESOLUTION ADOPTING STANDARDS TO BE UTILIZED IN <br /> EVALUATING THE PERFORMANCE OF THE CITY MANAGER <br /> City Manager Mike Gleason introduced the topic. Linda Norris, Director of <br /> Human Resource and Risk S~rvic~~, ~~ported that Oregon Statute requires that <br /> liThe stQndard~, ~r1ter1a, and policy dir~ctivQs to b~ used in evaluating <br /> chi~f Qxecutive officers shall be adopted by the governing body in meetings <br /> open to the public in which there has been opportunity for public comment.1I <br /> The resolution under consideration has been drafted in accordance with those <br /> requirements and includes the following standards: 1) works effectively with <br /> the City Council on implementing council policies and carrying out the <br /> majority direction of the City Council; 2) performs the administrative <br /> functions of the position; 3) assists the City Council in achieving its <br /> established annual goals; 4) establishes and maintains effective <br /> relationships with other persons and entities for the purpose of facilitating <br /> the accomplishment of City Council goals; 5) keeps the council informed of <br /> emerging community trends, problems, and issues; 6) responds to public <br /> concerns and constituent requests. <br /> If adopted by the council, Ms. Norris said these standards can be used for <br /> evaluations in future years. The purpose of the public hearing is to comment <br /> on the standards in the resolution.
