<br />e Mayor Miller opened the public hearing. <br /> William J. Mason, 1803 West 34th Place, suggested that the council include as <br /> part of the resolution the establishment of a fixed interval for conducting <br /> regular evaluations. He also recommended changing the sixth item in the <br /> resolution to read: "Will convey to the Ci ty Council publ i c concerns and <br /> constituent requests.1I <br /> Ms. Ehrman pointed out that the council was considering the adoption of <br /> standards and the process would not be adopted by resolution. <br /> Rob Willis, 827 East 35th Place, referred to chapters 4, 16, and 7 in the <br /> City Charter and urged the council to add to its standards reference to the <br /> findings of the evaluation providing a basis for the council's consideration <br /> of whether the City Manager will be removed with or without cause. He also <br /> requested a public forum to provide citizens the opportunity to evaluate the <br /> manager's performance. <br /> There being no additional requests to speak, Mayor Miller closed the public <br /> hearing. <br /> Ms. Ehrman encouraged members of the community to contact their councilors on <br /> pertinent issues. Mayor Miller welcomed letters on the topic. <br /> Mr. Holmer described the proposed standards as appropriate topics for <br /> consideration in the evaluation but because they lacked measurement criteria, <br />e they failed to fit his definition of standards. He proposed an amended <br /> version that he considered superior to that before the council. <br /> Mr. Bennett stated emphatically that he favored an approach that would allow <br /> full discussion and would not be limited to the particular standards under <br /> consideration. <br /> Mr. Gleason pointed out that performance evaluations typically presume a <br /> dialogue as well as review and findings. <br /> Mr. Boles welcomed the attempt to formalize the evaluation discussion and <br /> suggested that Mr. Holmer's concerns would be addressed if the proposed <br /> standards were adopted. He also said that discussion would not be <br /> constrained by adopting these standards as a beginning framework. <br /> While she appreciated Mr. Holmer's concerns, Ms. Schue preferred adopting a <br /> broader format that would allow all councilors to consider their own criteria <br /> and bring them to the discussion. <br /> Mr. Green reported that a League of Cities workshop on city councilors' <br /> relationships with city managers taught him that as councilors evaluate a <br /> manager's job and performance, they are in fact evaluating themselves as <br /> their guidance is reflected by the manager. <br />e MINUTES--Eugene City Council December 4, 1989 Page 9 <br />
