PUBLIC HEARING: ORDINANCE CONCERNING THE RIVER ROAD/RAILROAD <br /> BOULEVARD SUBAREA STUDY <br /> City Manager Mike Gleason introduced the topic. Rob Lilley, Planning and <br /> Development Department, gave the staff report. He explained that the River <br /> Road/Railroad Boulevard subarea is the southernmost portion of the adopted <br /> e River Road/Santa Clara Urban Facilities Plan. A recommendation in the plan <br /> called for a reexamination of land uses in this area once the Chambers <br /> Connector and related road improvements were complete. The study analyzes <br /> existing plan designations, zoning, and land uses and provides direction on <br /> three issues: 1) effects of the Chambers Connector and River Road widening; <br /> 2) how zoning in the study area could better match existing and proposed land <br /> uses; and 3) clarifying the intent of subarea recommendations in the plan. <br /> Mr. Lilley presented three options for council consideration, each of which <br /> would amend the Urban Facilities Plan and update the land uses in the study <br /> area. The first was to adopt Lane County's plan changes (Exhibit AI), <br /> including the extension of commercial designation to two parcels on River <br /> Road; the second was to adopt the amendments adopted by the County but omit <br /> the expanded commercial plan designation on River Road; and the third was the <br /> same as the second but added reconsideration of the potential for commercial <br /> plan designation on the two River Road parcels as part of the areawide <br /> reexamination six months after completion of the River Road improvements. <br /> Both the second and third options would require the Metropolitan Policy <br /> Committee to review and make a recommendation on the River Road commercial <br /> designation. <br /> Mr. Lilley said the proposed changes include the redesignation of property <br /> north of Fir Lane and east of River Road to medium-density residential (from <br /> low-density residential).
