He pointed out that a County <br /> right-of-way south of Briarcliff was originally going to provide access to <br /> the expressway, but that route was not selected and is not being used as a <br /> street. <br /> Mr. Lilley said staff's recommendation was to adopt Lane County's plan <br /> changes and to wait six months before initiating any rezoning for low-density <br /> residential on Mr. Laursen1s property. <br /> Ms. Ehrman asked about the advisability of waiting another six months to <br /> better assess the impact of street widenings. Mr. Lilley responded that both <br /> the Eugene and Lane County planning commissions felt comfortable making the <br /> proposed changes at this time, based on the information presently available. <br /> Ms. Decker added that various proposals for six-month delays appear to be <br /> under consideration. One has to do with Mr. Laursen's property and would <br /> allow an opportunity for the applicant to meet with the City to explore <br /> solutions. The property owner preferred industrial designation, but the City <br /> considers the property appropriate for residential development because of the <br /> lack of access to the Northwest Expressway. At this time, the level of <br /> residential development appears to be the point on which agreement has not <br /> been reached. She noted that if the applicant wishes to build a mobile home <br /> e park at that location, it can be done with the low-density residential <br /> designation. <br /> Ms. Decker continued by saying that another six-month delay has to do with <br /> assessing the impacts of various widening and road construction projects on <br /> the south end of the River Road area. The Planning Commission and Lane <br /> County Board of Commissioners agreed that enough is known about the area, the <br /> impacts of the Chambers Connector, and the anticipated impacts of the River <br /> Road widening to make some changes at this time. Any further changes (as in <br /> consolidating additional commercial development) could be considered after a <br /> six-month period following the completion of all major road projects. <br /> CB 4156--An ordinance amending the River Road/Santa Clara <br /> Urban Facilities Plan to implement the River <br /> Road/Railroad Boulevard Subarea Study by adoption of <br /> the same set of Urban Facilities Plan diagrams and <br /> text amendments adopted by Lane County (Exhibit AI). <br /> Ms. Ehrman indicated that because the feeling against strip commercial <br /> expansion is so strong among residents, she would be unable to support the <br /> option being considered. <br /> Saying she was also sensitive to the issue of strip commercial development, <br /> Ms .
