MINUTES <br />Eugene City Council Work Session <br />Harris Hall, 125 East 8th Avenue <br />Eugene, Oregon 97401 <br />ATTACHMENT A <br />September 20, 2017 <br />12:00 p.m. <br />Councilors Present: Emily Semple, Betty Taylor, Alan Zelenka, Jennifer Yeh, Mike Clark, Greg <br />Evans, Chris Pryor <br />Councilors Absent: Claire Syrett <br />Mayor Vinis opened the September 20, 2017, Work Session of the Eugene City Council. <br />1. WORK SESSION: Multifamily Recycling Program <br />Solid Waste Analyst Michael Wisth, gave a presentation on new state DEQ requirements that <br />require the City of Eugene to strengthen current regulations related to recycling at multi -family <br />complexes. <br />Council discussion: <br />• A fine schedule for non-compliance with state DEQ requirements is needed. <br />• Education about proper recycling is needed as well as overflowing container space. <br />• The Atrium Building will be the first certified zero waste building in the country. <br />• Would like to see City's food waste program ramped up. <br />2. WORK SESSION: Broadway Plaza Renaming Process <br />Deputy City Attorney Kathryn Brotherton explained that on April 19, 2017, the City Council passed <br />a motion to initiate a process for formally considering a proposal to change the name of Broadway <br />Plaza to Kesey Square. There was a second, separate motion to initiate a Metro Plan diagram <br />amendment and rezoning process to consider changing the site from Government and Education to <br />Public Land. <br />MOTION: Councilor Taylor moved, seconded by Councilor Zelenka, to change the name of <br />Broadway Plaza to Kesey Square and to repeal Resolution No. 4505. <br />Council discussion: <br />• Many people already refer to the site as Kesey Square. <br />• The emails received during the comment period were 29 in favor and 19 in opposition. <br />• Public maybe confused with the two separate actions going on -what to name it vs. what to <br />do with it. <br />• Develop a comprehensive plan for what the plaza looks like down the road. <br />• A lot more work and conversations need to be had before rezoning is addressed. <br />MINUTES — Eugene City Council <br />Work Session <br />September 20, 2017 <br />Page 1 <br />
