MINUTES <br />Eugene City Council Work Session <br />Harris Hall, 125 East 81h Avenue <br />Eugene, Oregon 97401 <br />ATTACHMENT D <br />September 27, 2017 <br />12:00 p.m. <br />Councilors Present: Emily Semple, Betty Taylor, Alan Zelenka, Mike Clark, Claire Syrett, Chris <br />Pryor <br />Councilors Absent: Jennifer Yeh, Greg Evans <br />Mayor Vinis opened the September 27, 2017, Work Session of the Eugene City Council. <br />A. EXECUTIVE SESSION: Pursuant to ORS 192.660(2)(i) <br />The Council held an Executive Session pursuant to ORS 192.660(2)(i) to review and evaluate <br />the job performance of a chief executive officer, other officers, employees, and staff. <br />B. WORK SESSION: Police Auditor Annual Performance Review <br />Human Resources Director Alana Holmes and Human Resource Manger Keri Beraldo <br />introduced the performance review process for Police Auditor Mark Gissiner. <br />Council Discussion <br />• Police Auditor's Office runs smoothly and facilitates transparency. <br />• Support doing creative outreach and be more visible to different populations of the city. <br />• Police Auditor's input for the Police Chief recruitment will be valuable. <br />The number and types of internal complaints show fairness and trust. <br />The office has a positive influence on policy and procedures. <br />Greater outreach and involvement with neighborhood meetings needed. <br />MOTION AND VOTE: Councilor Zelenka, seconded by Councilor Clark, moved to approve 2.5% <br />Cost -of -Living Adjustment for the Police Auditor effective July 1, 2017, consistent with the other <br />non -represented employees and to authorize the Council President to execute the contract <br />amendment consistent with this motion. PASSED 6:0. <br />C. Councilor Taylor Motion to Reconsider September 25 DACA Motion <br />MOTION: Councilor Taylor, seconded by Councilor Clark, moved to reconsider the motion to <br />substitute made on Monday night. <br />Council Discussion <br />• Two councilors who were present Monday night are not present at this meeting. <br />Process of how the decision was made may deserve more thought. <br />Consider possibility of making the money disbursed for DACA a loan. <br />Support what council did vs. how it did it - no surprises should be goal. <br />MINUTES - Eugene City Council September 27, 2017 Page 1 <br />Work Session <br />
