o Community groups - NAACP, Centro Latino, UO student government, and Grupo Latino de <br />Accion Directa; and <br />o Community events -Sunday Streets 7/30 and 9/17, the Farmers' Feast on 8/27, and Parks Pop <br />Up Tour events (8/8 in Bethel, 8/15 WJ Skatepark, and the 8/21 eclipse party). <br />The application window was open from July 28 through September 25. Attachment C is a <br />summary of the 53 individuals who applied to serve on the River Guides. Attachment D includes <br />the applicant submittals. <br />Next Steps <br />• Orientation (estimated for November); <br />• Review of possible railroad quiet zone boundary expansion (estimated for December); and <br />• Agency Board discussion, and if desired, action on the minor amendment resolution to expand <br />the boundary. <br />RELATED CITY POLICIES <br />Eugene Downtown Plan <br />o Incorporate the Willamette River as in integral element to downtown planning and <br />development. <br />o Facilitate dense development in the courthouse area and other sites between the core of <br />downtown and the river. <br />o Identify and facilitate infrastructure improvements as a public incentive for private <br />development. <br />o Stimulate multi -unit housing in the downtown core and on the edges of downtown for a <br />variety of income levels and ownership opportunities. <br />o Downtown development shall support the urban qualities of density, vitality, livability and <br />diversity to create a downtown, urban environment. <br />Regional Prosperity Economic Development Plan <br />o Strategy 5: Identify as a Place to Thrive - Priority Next Step - Urban Vitality <br />As we foster a creative economy, dynamic urban centers are an important asset. The Cities of <br />Eugene and Springfield will continue to enhance their efforts to promote downtown vitality <br />through development and redevelopment. <br />Envision Eugene Pillars <br />o Protect, repair and enhance neighborhood livability. <br />o Provide for adaptable, flexible and collaborative implementation <br />Riverfront Urban Renewal Plan <br />AGENCY BOARD OPTIONS <br />1. Appoint the Mayor's nominations for the River Guides. <br />2. Appoint other applicants after reviewing all of the applications. <br />3. Choose no applicants at this time. <br />
