URBAN RENEWAL AGENCY BOARD
AGENDA ITEM SUMMARY
H
Action: Appointments to Riverfront Renewal Guides for the Riverfront Urban Renewal Plan
Meeting Date: October 23, 2017 Agenda Item: 5
Department: Planning and Development Staff Contact: Amanda Nobel Flannery
www.eugene-orgov Contact Telephone Number: 541-682-5535
ISSUE STATEMENT
The Agency Board is asked to review the Mayor's nominations to the new advisory committee, the
Riverfront Renewal Guides (River Guides), and appoint committee members. (See Attachment A
for the Mayor's nominations.)
BACKGROUND
Section 900 of the Riverfront Urban Renewal Plan calls for an advisory committee to advise on
activities of the Riverfront Urban Renewal District. With the possible boundary expansion for the
railroad quiet zone as well as the riverfront redevelopment on the horizon, formation of the
advisory committee is needed. The River Guides will advise the Agency Director, who will then
provide the recommendations to the Agency Board. Attachment B provides the framework for the
committee.
The appointment process selected by the Agency Board on July 19 is for the Mayor to recommend
seven individuals for Agency Board consideration. The River Guides will provide a broad
perspective and diverse insights on the transformation of the Riverfront District into an active
place for the entire community to enjoy. The Agency Board is looking for members to represent
the richness of the community's perspectives, neighborhoods, and population demographics.
People who live and work in the Riverfront District or have an interest or expertise in
development, finance, architecture, ecology, sustainability, and river conservation were
encouraged to apply.
Staff sought applicants through a variety of avenues, including a press release and reaching out to
the following community groups, agencies, professional organizations, neighborhood associations,
and community events to let them know of this opportunity:
o Active neighborhood associations within the District (Downtown Neighborhood Association &
Fairmount);
o City Boards & Commissions, with specific emphasis on Budget Committee, Human Rights
Commission, Housing Policy Board, Quiet Zone Panel, Parks & Rec Board, Sustainability
Commission, Planning Commission;
o Agencies - U0, LTD, Chamber of Commerce, Parks Foundation, River Keepers, River Trust;
o Professional organizations/networks - AIA, ASLA, Commercial Investment Division of Lane
County, brokers;
