He feels that the action is in small <br />business, not in the large issues. He wants to avoid duplication of efforts, <br />but be able to react in a positive manner. <br /> <br />Green said that he wishes to maintain Partnership and sees it as a good stable <br />way to recruit, but that we need to be careful about what businesses are <br />recruited. In his opinion the greatest local resource is the people, and that <br />we should stimulate the local businesses. The emphasis should be in our own <br />back yard and the recruitment activities of the Partnership should be stream- <br />lined. <br /> <br />Schue agreed with Green about the people being the greatest local resource. <br />She said that she would like to see the Partnership be more involved in the <br />information and referral aspects of business development. She sees it as a <br />funnel and receptor and being able to hand out parcels to the players. <br /> <br />Bascom stated that she supported Schue's and Rutan's positions. She feels that <br />the local networking functions of the Partnership are important. <br /> <br />Rutan recommended that the Mayor, Council President and Vice President review <br />the issue and develop a proposal for review by the entire Council and talk to <br />other members of the Partnerships and that these activities should be completed <br />by April 1. <br /> <br />Miller suggested that the Council hold off this type of action until after the <br />Partnership has its retreat. The retreat will provide some information about <br />how the Partnership wishes to proceed and after is it over, the Council will be <br />better able to make decisions about it. <br /> <br />Boles said that he favored Rutan's approach, and wants not to waste time with <br />ideas that aren't supported. <br /> <br />Rutan responded that when in a business situation, he always prefers to "write <br />the contract", so that he can set the terms of the agreement. <br /> <br />Bascom suggested that the discussion from the retreat be brought the Council <br />Committee on Committees. <br /> <br />Miller suggested that a report from the Council Committee on Committees be <br />completed prior to the retreat and that the report be presented at the retreat. <br /> <br />The group decided to accept this suggestion and finished the discussion on this <br />topic. <br /> <br />The next topic the group discussed was economic development. Rutan began by <br />distributing a memo from CCED and providing a report on the CCED recommenda- <br />tions. In that memo the wetlands issue is discussed as an economic development <br />concern.
