e

e

Bascom commented that she like the idea of Eugene being developed as a destina-
tion point and sees it as an opportunity to promote Eugene.

Rutan also mentioned that CCED had discussed issues relating to the PIC and how
the business community is being served. A report will be coming to CCED. He
also said that the special events have been a positive experience.

Miller suggested that the idea of a sports council was being considered as a
means to promote the area. He also said that he wishes to look at the Sister
Cities program with regards to the economic development that it could bring.
He sees this as a tie in to the visitors bureau and the Fairboard. He wondered
how the group could formulate a goal statement and direction around this issue.

Schue said that she like the special events ideas, but that it was important to
concentrate on a few so that we did not lose sight of the end result. She felt
that it was important to select a few and do those well, because of the
complexity of coordinating activities.

Ehrman commented that the CCED program looked good to her.

Boles expressed supported for Schue's point of view and warned that it was
important not to spread ourselves too thin. He felt that the wetlands issue
was also related to the infrastructure issue.

Holmer commented on the wetlands issue by saying that perhaps we needed to be
more aggressive in our efforts to resolve the issue. He noted that it had been
on the agenda for a year now and that he thinks we cannot afford to wait to let
others resolve the matter.

Ehrman noted that it was not just a City issue; the State and Federal govern-
ment were also involved and it was somewhat unclear as to who has the lead on
the matter.

Miller commented that he felt it was important to know what has gone on with
the wetlands matter.

Holmer responded that he is aware of what has happened, but the issue needs a
higher level of resources.

Bascom commented that the wetland is a very important issue and share some of
the concerns of the other Councilors.

Rutan said that the group must take a serious look at the issue, because it is
so large, and must look at ways to more qUickly resolve the issue.

Bennett stated that it was important to bring the community along on this
issue; and that a part of the resolution of the issue was the definition of
wetlands on the City's ability to influence that definition.

Rutan supported this and expressed concern that we not fall behind on the plan
to resolve the wetlands issue.

DRAFT COUNCIL GOAL SESSION

PAGE 5
