<br />e <br /> <br />e <br /> <br />Miller then asked Sharon Thorne to draft a statement around the Metro Partner- <br />ship and economic development. <br /> <br />Bascom stated that the wetlands issue needs to be elevated on the priorities. <br /> <br />The group then took a break to go to the library campaign kick off. <br /> <br />When the group returned the draft statements which Sharon Thorne had written <br />were reviewed. <br /> <br />In his review of these Rutan noted that the group needed to look for areas <br />around which attention could be focused, a work plan that was action and <br />results oriented; a short list of items. <br /> <br />Miller wondered how the group could measure their progress towards the goals. <br /> <br />Green suggested that this was done by auditing performance. <br /> <br />Bennett discussed how the group could be accountable for the end results of the <br />goals. <br /> <br />Boles then discussed his concerns about measuring goals and stated that one <br />cannot be held accountable for things one cannot control.. <br /> <br />Gleason said that the City staff now collect data on the number of firms being <br />helped, the number and dollar amount of loans being processed, and that an <br />audit function was to be conducted in the near future. <br /> <br />Bennett said that he felt two ways to measure accountability in this area were <br />in the number of new jobs created and in the change in income. <br /> <br />Gleason responded that those things were being measured, but that it was not <br />always easy to measure or quantify the City's contribution, and also noted that <br />many of the improvements in the local economy were not the sole consequence of <br />the City's efforts. <br /> <br />Boles agreed with Gleason and suggested that the number of jobs created through <br />the loan packages was an example of a more realistic indicator. <br /> <br />Sharon Thorne then asked for clarification noting that the group was now <br />discussing measuring results and not the goal itself. <br /> <br />Rutan suggested that CCED could examine the goals and then develop an evalua- <br />tion of the goals. He also stated that it may be helpful to look at the long <br />term goals or mission of the City to develop goals, and that the issue and <br />items being discussed now were really action issues. <br /> <br />Holmer noted that goals are used to identify targets and from that objectives <br />are developed.
