She <br />said the Council can assume more interest in downtown, but the group needs to <br />have realistic expectations about downtown. She also said the Council needs to <br />think more about the LTD issue. <br /> <br />Boles said that if the Council is looking at change, the piecemeal efforts will <br />not work. <br /> <br />Ehrman suggested that the Council review the downtown plan and make an assess- <br />ment of how the plan is working. <br /> <br />Holmer noted that the Planning Commission and the Downtown Commission are both <br />involved in the plan and that they would need to be involved in an assessment <br />of the plan and structure issues. <br /> <br />Miller suggested that a process session could focus on the downtown plan issue. <br />In this plan review the Council could begin to create a vision for downtown. <br />He said the Council needs to take the leadership role on this issue and that <br />the plan needs to be revisited with the other downtown players to get a sense <br />of direction about where it is going. <br /> <br />Rutan said that first the Council must come to an assessment of where the <br />downtown and downtown plan is; in other words is there a problem downtown and <br />see if other groups have that same opinion. <br /> <br />Schue agreed that the issue needed to be reviewed, but wondered if the Council <br />was the group to engage in the effort. <br /> <br />Bascom suggested that the Council pull together a concentrated review of the <br />plan and redefine the direction of downtown with all players. <br /> <br />Green supported this idea by saying that he felt it was important to redefine <br />the downtown direction, and suggested that the Council have a session just on <br />downtown issues. <br /> <br />Boles agreed with this idea, but also wanted to look at the Urban Renewal <br />districts and review the overall issue in light of organizational issues. <br /> <br />Rutan said that the plan needed to be reviewed and the next steps need to be <br />outlined. Further, he said the plan needs to be updated in light of new <br />opportunities in the downtown area. <br /> <br />Ehrman added that she wanted to include the other organizations involved in the <br />downtown. <br /> <br />Miller noted that the area to be address was the downtown area, as opposed to <br />the downtown core. <br /> <br />The group agreed to this and listed the downtown concerns on the goal list. <br />The next issue the group discussed was transportation. <br /> <br />DRAFT COUNCIL GOAL SESSION <br /> <br />PAGE 13 <br />
