e

e

Boles presented his ideas on the use of flatland cable cars in the Eugene area.
He felt the cable car idea was a way to integrate a number of issues in Eugene
and do something that was fun and innovative in the process. He mentioned that
a UMTA study through the U of 0 was soon to be undertaken and perhaps the cable
car process could be folded into the study.

Green said that he liked the idea of street cars, and that he had grown up with
them in New Orleans.

Bennett said he liked the idea and wondered about the economic impact of the
cable cars.

Ehrman noted that parking issues were a concern for her related to transporta-
tion.

Boles said that the cable car idea was something that he felt warranted staff
time to review and investigate. He also mentioned that Fairground as a
transportation issue.

Holmer wanted to know more about the planning project and if LTD would be
involved.

Miller responded that LTD would be player. He also noted the success of
Portland's light rail project, and based upon this supported the idea of
looking into the cable car idea.

Bascom said that the cable cars were an awesome dream, but one that may be
worth looking into. She mentioned that an individual was trying to put in a
mini rail system in the Alton Baker Park area this summer. She commented that
is was important to look at the realities of such a project.

Gleason suggested that this idea be tied into the UPTA study and that the
Public Works department take a look at the issue and develop a work plan which
would include LTD as a player. The work plan would include staff and fund
resources required to examine the project.

Ehrman agreed with Gleason by saying that it was worth looking at but that it
would be a lot of work and would involve a number of players.

Schue mentioned that there was a billing in the legislature which would add a
$10 fee to vehicle registration fees and that perhaps this location option
money could be used to fund part of a cable car system, if the bill was revised
and if the county would agree.

Gleason said that a study of the issue was a good place to start.

Holmer suggested that staff prepare an outline of a work plan and an estimated
cost and that Councilor Boles have input in that process.

Boles also suggested that the project have a tie in to the infrastructure
committee.

DRAFT COUNCIL GOAL SESSION

PAGE 14
