<br />e <br /> <br />e <br /> <br />e <br /> <br />is about $93 million; that is not including the budgets for the school districts. <br />Together, the three jurisdictions are projecting a shortfall of $15 million to <br />$20 million. The question has been how to maintain several intergovernmental <br />agencies. The three executives of the general purpose governments have agreed <br />that it is necessary to work closely with the private sector to get out of this <br />economic tailspin. He, Steve Burkett, and George Morgan are bringing concurrent <br />recommendations to their respective jurisdictions for intergovernmental financing <br />to continue to work. They have agreed that there are four categories for <br />analysis and solutions: role and service responsibility clarification to <br />minimize duplication, analysis of the revenue base of the cities and the county <br />to improve equity, coordinated service evaluation with the independent intergovern- <br />mental agencies such as LRAPA and L-COG to preserve basic services, and review <br />of existing intergovernmental services and programs and involved revenues to <br />determine financing and management for role clarity and improved city/county <br />resident equity in both a short-term solution and an on-going policy effort. <br />The three executives are making recommendations for policy and service decisions <br />to their respective governing bodies. These recommendations are: 1) for <br />cities to actively support and give political leadership to the county's tax <br />base proposal in the May election and refrain this fiscal year from referring <br />any property tax proposals to the voters, assuming that the County tax base is <br />successful; 2) continue cooperation between the cities of Eugene and Springfield <br />and Lane County in coordinated services, resources, and financial management to <br />develop a more integrated public service system at the local level; 3) to make <br />certain that the recommendations will provide similar benefit to incorporated <br />small cities plus preserve equity and service benefit between incorporated and <br />unincorported areas of Lane County; and 4) that the County directly assume <br />certain regional financial and service obligations from Eugene and Springfield, <br />such as the jail, regional crime information system, joint social services, <br />animal regulation, library services, and the operations and repair section of <br />the road fund. They would also recommend that an allocation formula on National <br />forest timber receipts be distributed to the cities for improvement or repair of <br />the local street system within their jurisdictions. They would recommend that <br />the road fund be aligned according to population and assessed valuation. <br />All planning documents are already available. There is a need for policy-level <br />involvement. The Lane County Commissioners approved this recommendation this <br />morning--to have two members from each group of elected officials available for <br />discussion of the tax plan. If this is a unanimous decision of the jurisdictions, <br />this will provide a totally new way of dealing with things. He would recommend <br />that the council adopt the basic recommendation and appoint two members to work <br />on this program. Agreement would have to be reached within two weeks in order <br />to put this on the May ballot. <br /> <br />Ms. Smith stated that these concerns have been discussed for several years, and <br />she would commend the administrators for their work. People deserve coordinated <br />efforts. She would support the recommendation. There are still lots of unanswered <br />questions, but this is a step in the right direction. Ms. Schue indicated <br />agreement. She would like to see the ideas tried and would be willing to serve <br />as one of the two Eugene representatives. Ms. Miller also noted agreement and <br />indicated that she also would be willing to help.
