<br />e <br /> <br />e <br /> <br />e <br /> <br />the center will coordinate the City's development-related processes. This will <br />be done in five phases. Phase one is to provide information, and it will begin <br />March 15, 1982. Specialized development assistance for businesses will also <br />be handled through the center. In later phases, more types of development- <br />related assistance will be added. Planning for phases two through five will <br />begin in April. <br /> <br />The physical space is under construction. There will be a lobby with one wall <br />displaying brochures, maps, and graphics. There will be a chart displayed in <br />the lobby showing the differences between the administrative and the legislative <br />sections of the government. There will be a small conference room and work <br />space for four or five people. <br /> <br />*CEINFO is a computer program through which staff can obtain reference information. <br />It is a simple system, allowing the user to access information alphabetically by <br />subject. Information has been contributed to this program by approximately 300 <br />staff members. Also, when City Hall is closed, the Fire and Police Departments <br />will have access to *CEINFO to help the public. <br /> <br />Ms. Vanderpool continued by saying that a user log will be kept for volume count <br />and follow-up, to make certain that people's questions are answered fully. At <br />the beginning, the center will be staffed by nine experienced staff members, <br />including the center coordinator, Terry Grondona. In the past two months, City <br />staff members have gone through training in the City's development-related <br />processes and in communications aids. An evaluation mechanism is in place. <br />Surveys have been developed for staff and targeted community groups to determine <br />the impact of the center. Publicity for the opening includes an "Information <br />Connection" article in the Eugene Parks and Recreation Department Spring tabloid, <br />as well as a major feature in the Eugene Register-Guard, City news releases, and <br />an article in the Chamber of Commerce newsletter. <br /> <br />Ms. Miller stated that a remarkable job has been done in a short time. She <br />congratulated staff. Mr. Gleason agreed that a fantastic job had been done. <br />This is a starting point for two of the council goals--to improve consumer <br />relationships and to bring order out of chaos in dealings with the business <br />community. However, there is still a lot that needs to be done. <br /> <br />VIII. LANE COUNTY REGIONAL AND URBAN SERVICES FUNDING--A PROPOSAL FOR <br />INTERGOVERNMENTAL COOPERATION <br /> <br />Mr. Gleason stated that last May, the governing bodies of Eugene, Springfield, <br />and Lane County held an intergovernmental meeting focusing on the variety of <br />positive intergovernmental working relationships existing among jurisdictions in <br />the metro area. They also noted several significant pending issues needing <br />continuing attention, such as the Metro Plan, ambulance services, metro sewer <br />services, and intergovernmental financial coordination. They pledged to work at <br />the staff and policy level to develop solutions to the pending concerns. <br />Substantial progress has been made. There has been a sincere effort to solve <br />problems together. Since last May, all jurisdictions involved have experienced <br />severe financial problems.
