CB 2447--An ordinance calling a public hearing for May 26, 1982, re: alley vacation for Ivorena Properties Oregon Limited, located north of Cheshire and west of Jefferson Street. Mr. Obie moved, seconded by Ms. Schue, that the bill be read the second time by council bill number only, with unanimous consent of the council, and that enactment be considered at this time. Roll call vote; motion carried unanimously. Council Bill 2447 was read the second time by council bill number only. Mr. Obie moved, seconded by Ms. Schue, that the bill be approved and given final passage. Roll call vote. All councilors present voting aye, that the bill was declared passed and numbered 18950. III. APPROVAL OF WEST UNIVERSITY REFINEMENT PLAN (resolution, background information distributed) - Mr. Gleason introduced Jody Miller, Planning. Ms. Miller said that this plan was a refinement to the Metropolitan Area General Plan. She said that work on the refinement plan had been going on since January 1977. The draft plan had been referred to the Planning Commission by West University Neighbors in May 1981. The Planning Commission held two public hearings on the plan and recom- mended its adoption, with amendments, to the council in November 1981. Ms. Miller noted that the adopting resolution before the council included amendments and implementation priorities agreed to by councilors at earlier work sessions on the plan. Res. No. 3644--A resolution adopting the West University Refine- ment Plan and amendments thereto. Mr. Obie moved, seconded by Ms. Schue, to adopt the resolution. Roll call vote; motion carried unanimously. IV. PUBLIC HEARING: CODE AMENDMENTS TO R-3/R-4 ZONING DISTRICTS (CA 80-5) (memo, ordinance distributed) Approved by Planning Commission December 7, 1981, and January 4, 1982 Vote: 7:0 - Mr. Gleason introduced Jim Croteau, Planning. Mr. Croteau said that the amend- ments before the council were based on the recommendations of the Planning Commission. He noted that the council had held a public hearing on this item on February 8, 1982, followed by numerous additional study sessions. He said that the ordinance as drafted reflected the consensus reached by the council at these study sessions and closely paralleled the recommendations of the Planning Commis- sion. Mr. Gleason noted that, since the council had already held a hearing on this item, the present hearing would be limited to testimony on the amendments made to the draft.
