Councilors Miller, Lindberg, and Wooten each said that they had <br />discussed these code amendments with members of the public, but did not feel <br />that the discussions had brought forward any information or opinions that had <br />not also been presented in previous public testimony. Staff notes and minutes <br />were entered into the record. <br /> <br />Public hearing was opened. <br /> <br />Charlotte Lemon, 1280 Mill Street, said she was a member of the West University <br />Neighbors. She thanked councilors for their efforts in coordinating work on the <br />West University Plan and on the proposed code amendments and for their work in <br />resolving the problems that had arisen. She expressed special appreciation for <br />the good work of Planning Department staff member Jody Miller. <br /> <br />There being no further testimony, the public hearing was closed. <br /> <br />e <br /> <br />CB 2420--An ordinance concerning R-3 and R-4 zoning districts, <br />amending Sections 9.254, 9.366, 9.368, 9.380, and 9.392 <br />of the Eugene Code, 1971; and declaring an emergency. <br /> <br />Mr. Obie moved, seconded by Ms. Schue, that the bill be read the <br />second time by council bill number only, with unanimous consent <br />of the council, and that enactment be considered at this time. <br />Roll call vote; motion carried unanimously. <br /> <br />Mr. Gleason expressed his appreciation to the City Council, the Planning Commis- <br />sion, and the staff members who had worked on the West University Plan and on <br />the code amendments. <br /> <br />Council Bill 2420 was read the second time by council bill number only. <br /> <br />Mr. Obie moved, seconded by Ms. Schue, that the bill be approved <br />and given final passage. Roll call vote. All councilors present <br />voting aye, the bill was declared passed and numbered 18951. <br /> <br />V. COMMUNITY DEVELOPMENT COMMITTEE BYLAW AMENDMENTS ON PUBLIC MEMBERS' <br />APPOINTMENTS (memo, bylaws distributed) <br /> <br />Mr. Gleason introduced Christina Hofmann, Department of Housing and Community <br />Conservation (HCC). Ms. Hofmann said that the Community Development Committee <br />(CDC) was recommending changes to its bylaws to provide for the terms of members <br />to begin on July 1, rather than the present January 1, to parallel the Community <br />Development Block Grant funding cycle, which begins in July. She said they were <br />also requesting that the council provide direction to encourage appointment to <br />the committee of protected class members. Ms. Hofmann said that Jonathan <br />Stafford of the CDC was present to respond to questions from councilors. <br /> <br />e <br /> <br />Mr. Obie moved, seconded by Ms. Schue, to approve the Community <br />Development Committee Bylaw changes on public member appointments <br />and direct staff to actively recruit minorities and other protected <br />class applicants for subsequent committee vacancies.
