<br />IX. OWOSSO BICYCLE BRIDGE RIGHT-Of-WAY (memo, map distributed) <br /> <br />- <br /> <br />Mr. Gleason introduced Don Allen, Public Works Director. Mr. Allen referred to <br />a map of the proposed project that had been distributed to councilors. He noted <br />that this project was being sponsored and paid for by the Metropolitan Wastewater <br />Management Commission and that the City Public Works Department was responsible <br />for acquisition of the right-of-way for the project. He said that staff recom- <br />mended that the council approve the proposed ordinance which would allow staff <br />to proceed with acquisition of the property. <br /> <br />CB 2448--An ordinance authorizing the institution of proceedings <br />in eminent domain for the acquisition by condemnation of <br />property interests and easements for the purposes of the <br />location and construction of the Owosso bicycle/pedes- <br />trian bridge and related public utilities between the <br />existing Willakenzie pump station and the regional sewage <br />treatment plant; and declaring an emergency. <br /> <br />Mr. Obie moved, seconded by Ms. Schue, that the bill be read the <br />second time by council bill number only, with unanimous consent <br />of the council, and that enactment be considered at this time. <br />Roll call vote; motion carried unanimously. <br /> <br />Council Bill 2448 was read the second time by council bill number only. <br /> <br />e <br /> <br />Mr. Obie moved, seconded by Ms. Schue, that the bill be approved <br />and given final passage. Roll call vote. All councilors present <br />voting aye, the bill was declared passed and numbered 18952. <br /> <br />X. <br /> <br />ECONOMIC DIVERSIfICATION PROGRAM--STATUS REPORT (memo distributed) <br /> <br />Mr. Gleason introduced Susan Smernoff, Planning. Ms. Smernoff noted that she <br />had been providing regular updates for the council on the City's Economic <br />Diversification Program. She reported that the Information Center was operating <br />well. The center had been in operation for 20 days and had responded to a total <br />of 1100 requests for information, 81 percent of the requests being for general <br />information, 16 percent for information related to the work of specific City <br />departments, and 3 percent were questions about Lane County. <br /> <br />Ms. Smernoff said that next month she would give a quarterly status report as <br />well as discuss the reorganization of the various downtown boards. She intro- <br />duced Gary Long, Staff Services Director, and asked him to discuss the business <br />marketing program. <br /> <br />Mr. Long distributed materials duplicated in a displayed graphic presentation, <br />outlining Eugene's local economic development process. He discussed the numer- <br />ous public and private groups involved in the economic development process and <br />emphasized the need for developing and improving communication between the <br />groups.
