<br />e <br /> <br />issue, in the allocation of revenue-sharing funds to support community programs <br />related to domestic violence, and in the allocation of Community Development <br />Block Grant Funds to aid in securing a shelter home for victims of domestic <br />violence. <br /> <br />Ms. Mahoney introduced Marlene Lasher, director of Womenspace. Ms. Lasher <br />thanked councilors for their support of the work of Womenspace. She said that <br />Womenspace existed to provide safe shelter and support services for victims of <br />domestic violence and their dependent children. She cited statistics demonstrating <br />the increase of domestic violence as a major social and criminal problem and the <br />corresponding increase in demand for the services offered by Womenspace. She <br />outlined the various services provided by Womenspace and noted that Womenspace <br />works closely with the Eugene and Springfield Police Departments and the Lane <br />County Sheriff's Office. She said that two-thirds of the services provided <br />through Womenspace are provided by trained volunteers. She said that Womenspace <br />has an immediate need to purchase a building to use permanently as a shelter <br />house. She noted that Womenspace had received some funds through the City's <br />1981 Community Development Block Grant Program for purchase and renovation of a <br />shelter house, but that these funds were only a portion of the amount that would <br />be needed. <br /> <br />Councilor Smith offered the compliments of the council to Womenspace for its <br />program and noted that the council was on record in support of this program. <br /> <br />Councilor Lindberg said that although revenue-sharing funds are vulnerable, the <br />City would maintain its commitment to Womenspace. <br /> <br />~ VIII. 18TH AVENUE SPEED ZONE (memo distributed) <br /> <br />Mr. Gleason introduced Jim Hanks, City Traffic Engineer. Mr. Hanks noted that <br />the State Speed Control Board is responsible for recommending changes in speed <br />zones and that the council had in the past requested notification whenever <br />increases in speed were proposed for streets in the City. Mr. Hanks said that <br />studies on 18th Avenue between Bailey Hill and Bertelsen had shown that drivers <br />are not obeying the presently posted 25 m.p.h. speed limit. He said that <br />staff felt the proposed increase to 35 m.p.h. was reasonable and was therefore <br />recommending that the council approve the change. He noted that a 20 m.p.h. <br />limit would continue to be in effect when children were present. <br /> <br />Mr. Obie moved, seconded by Ms. Schue, to adopt the staff recom- <br />mendation and to direct staff to transmit council comments adopt- <br />ing the staff recommendation to the State Speed Control Board <br />regarding the 18th Avenue speed zone.
