<br />~ <br /> <br />. <br /> <br />Mr. Anderson stated that the Eugene Performing Arts Center has requested this <br />ordinance to allow performers and vendors to be paid on the night of the event <br />and to also allow patrons to use bank cards for purchases. Advance income would <br />be placed in savings and that would offset the discount to the bankcard users at <br />no cost to the patrons for the center. <br /> <br />CB 2450--An ordinance establishing a Performing Arts Unearned <br />Income Fund; amending Section 2.525 of the Eugene Code, <br />1971; adding a new Section 2.529 to that code; and <br />declaring an emergency. <br /> <br />Mr. Obie moved, seconded by Ms. Schue, that the bill be read the <br />second time by council bill number only, with unanimous consent <br />of the council, and that enactment be considered at this time. <br />Roll call vote; motion carried unanimously. <br /> <br />Council Bill 2450 was read the second time by council bill number only. <br /> <br />Mr. Obie moved, seconded by Ms. Schue, that the bill be approved <br />and given final passage. Roll call vote; all councilors present <br />voting aye, the bill was declared passed and numbered 18954 <br /> <br />III. PUBLIC HEARINGS <br /> <br />A. City-County Tax Base Election (resolution distributed) <br /> <br />4It Mr. Gleason introduced Gary Long, Administrative Services. <br /> <br />Mr. Long stated that he had distributed copies of the summary memo describing <br />the Countyls circumstances if their tax base measure does not pass in the <br />election. The Lane County Commissioners passed, in concept, the intergovern- <br />mental agreement yesterday. The criteria for the process are: any agreement <br />must be mutual, there must be time deadlines, and the commissioners would honor <br />contractual agreements within their limited resources. He also requested a <br />report back on how the road funds are being used. Commissioner Rust is con- <br />cerned about the overcrowding at the jail and that is to be addressed. Staff <br />recommends that the council read and study the information before taking final <br />action. <br /> <br />Public hearing was opened; there being no testimony, public hearing was closed. <br /> <br />Ms. Wooten asked for a point of clarification. Mr. Long responded that the <br />commissioners want to separate their tax base issue from the proposed inter- <br />governmental agreement. <br /> <br />Ms. Miller agreed that this item should be held over. She would like to see a <br />Lane County government that is able to function and a proposal that the City can <br />support. She also wants to see that citizens receive equity with their tax <br />payments. Ms. Schue noted agreement. She would like to have the City be able <br />to support the Countyls tax base. <br /> <br />- <br /> <br />Mr. Long stated that the Countyls endorsement of the concept is some progress. <br />It is a very complex issue, and the commissioners I agenda is very overwhelming. <br /> <br />MINUTES--Eugene City Council <br /> <br />April 21, 1982 <br /> <br />Page 4 <br />
