<br />e <br /> <br />Ms. Schue stated that she is curious about the general attitude regarding double <br />taxation. Mr. Lindberg noted that this seems to be tied together as a package, <br />and he is mystified since everyone had seemed so supportive. Mayor Keller <br />stated that everyone may be disappointed that an agreement was not reached, but <br />it was positive that discussions are to continue. It is a very frustrating <br />situation for the County Commissioners. They would like to continue discussion, <br />but time is short. The City should encourage further discussion. <br /> <br />Mr. Lindberg asked if anyone has thought of using an incremental approach so <br />that they can start small and build from there. Mr. Long stated that was <br />part of yesterday's discussion, but it may have to be done in a three- to <br />five-year period, not three to five weeks. He has more detailed information and <br />will provide it to the council. Mr. Gleason added that a monumental distance <br />has been traveled. It would be a big leap of faith for the County to enter into <br />an agreement at this time. He feels the council is taking the right attitude. <br /> <br />Ms. Wooten suggested initiating another dinner like the one that was held last <br />spring. Considering current financial situations, perhaps it could be a pot- <br />luck. She requested a staff report back on this. Mr. Long stated that last <br />yearls dinner had occurred around the end of May. <br /> <br />Res. No. 3645--A resolution declaring the City of Eugenels support <br />for Lane Countyls new tax base proposal and author- <br />izing execution of intergovernmental cooperative <br />finance and service agreement. <br /> <br />e <br /> <br />Mr. Obie moved, seconded by Ms. Schue, to postpone consideration <br />of this resolution indefinitely. Roll call vote; motion carried <br />unanimously. <br /> <br />Regular Review and Update of Eugenels Citizen Involvement Program <br />(memo and background information distributed) <br /> <br />Mr. Gleason introduced Mary Hudzikiewicz. <br /> <br />B. <br /> <br />Ms. Hudzikiewicz stated that the last review of the Citizen Involvement Program <br />occurred in August 1980. She noted that comments on the program had been <br />solicited from the Planning Commission, neighborhoods, the State CIAC, MAPAC, <br />and others and that a public hearing had been held on the proposed revisions to <br />the program. The following revisions are being recommended: 1) revision of the <br />time frame requiring program review every two years rather than annually, <br />2) update of financial and geographical information relating to neighborhood <br />groups, 3) update of information regarding communication mechanisms, 4) addition <br />of a statement regarding non-City-affiliated citizen bodies which are also <br />notified and involved in the land-use planning process, and 5) addition of a <br />statement regarding MAPACls newest responsibility--as a citizen involvement and <br />citizen advisory body for metropolitan transportation planning matters. <br /> <br />Public hearing was opened; there being no testimony, public hearing was closed. <br /> <br />Mr. Obie moved, seconded by Ms. Schue, to adopt the program <br />revision as presented.
