Ms. Wooten said she had <br />heard citizens complain of the lack of a convenient bike connection from the <br />portion of Eugene north of the Willamette River to the downtown area. Mr. Hanks <br />acknowledged that the presence of Skinner Butte and the downtown mall make it a <br />problem to design such a route. Ms. Wooten said that the members of the Downtown <br />Development Board were concerned with this problem and urged the Bicycle Committee <br />and staff to explore solutions. <br /> <br />Ms. Wooten asked about the status of bikeways in the Oakway Road area. <br />Mr. Hanks responded that the council had previously voted not to implement the <br />portion of the path that had been protested by a property owner, but to retain <br />that portion in the Master Plan in case an opportunity should arise to complete <br />the work. He added that the possibility of a bikeway was being discussed with <br />the Oakway Golf Course as a part of a planned unit development revision being <br />considered for the golf course. <br /> <br />Councilor Obie was concerned with the condition of the bike path along the <br />Amazon Channel in West Eugene. He felt that the condition of the path had <br />deteriorated to the point where it was dangerous to users. Mr. Hanks said that <br />repairs to that path had been included in the FY 82-83 capital improvements <br />budget at the start of the budget process. Mr. Gleason said that staff would <br />report back on the budget status of those improvements. Mr. Obie asked whether <br />that path would be extended to connect with a County path to Fern Ridge Reservoir <br />in the near future. Mr. Hanks said the City portion of that connection had been <br />budgeted as a priority item for use of Federal Aid Urban funds for FY 83-84, if <br />funds are available. He said that staff attached a high priority to this <br />project, since it had been offered as an alternative to a path along West 11th <br />Avenue. Mr. Hanks said he would report back with more detailed responses to <br />Mr. Obie's questions. <br /> <br />Public hearing was opened. Mr. Swanson said that recent concern <br />expressed by citizens regarding regulation of advertising and handbill distribution <br />had prompted the City Attorney's Office to review City Code provisions on this <br />matter. He noted that protection of commercial free speech had been the subject <br />of a number of recent court cases. He said that the Attorney's Office was <br />recommending several changes to existing ordinances.
