<br />e <br /> <br />e <br /> <br />e <br /> <br />Kenneth Nagao, 1680 Pearl Street, represented the owner of the Tiffany Building. <br />He said he was the architect for the work to be done in restoring the building. <br />He said the owner's intent was to upgrade the exterior of the building and then <br />to apply for inclusion in the National Register of Historic Structures. Mr. Nagao <br />said that from 1913 to 1929, the building had housed the McMorran-Washburne <br />store, at that time Eugene's major department store. He pointed out that the <br />renovated Tiffany Building would provide an excellent link between the Performing <br />Arts Center area and the downtown mall. <br /> <br />There being no further testimony, public hearing was closed. <br /> <br />Res. No. 3659--A resolution authorizing a secured loan for <br />restoration of the Tiffany Building. <br /> <br />Mr. Obie moved, seconded by Ms. Schue, to adopt the resolution. <br />Roll call vote; motion carried unanimously. <br /> <br />Res. No. 3660--A resolution authorizing a secured loan for <br />restoration of a house at 320 High Street. <br /> <br />Mr. Obie moved, seconded by Ms. Schue, to adopt the resolution. <br />Roll call vote; motion carried unanimously. <br /> <br />III. B. Revisions to the Eugene Bikeways Master Plan (memo, map, background <br />material distributed) <br />Approved by the Plannin9 Commission, March 15, 1982 Vote: 5:0 <br /> <br />Mr. Gleason said that the revisions proposed for the Bikeways Master Plan were <br />primarily minor amendments to the plan. He introduced Jim Hanks, City Traffic <br />Engineer, and said Mr. Hanks would respond to any questions from councilors. <br />Councilor Wooten asked whether all the proposed additions to the plan were <br />budgeted for completion in the coming fiscal year. Mr. Hanks responded that <br />some of the projects were funded but many were not. He said that the Owosso <br />Bridge path was funded. He added that several of the proposed improvements <br />involved only signing of routes, which could be accomplished at a relatively low <br />cost. Responding to another question from Councilor Wooten, Mr. Hanks said <br />that the implementation rate for the Bikeways Plan was more rapid than that for <br />other plans and that work on implementation of the plan was already one-half to <br />two-thirds completed. <br /> <br />Ms. Wooten asked whether any of the work being proposed under the revisions <br />before the council would be financed with Lane County road funds. Mr. Hanks <br />responded that Lane County had participated in the costs of the Willie Knicker- <br />bocker Bridge and would be participating in the costs of the Owosso Bridge. <br />He said that the County had been very cooperative in construction of bikeways. <br />Many bikeways had been added as streets were widened using County matching <br />funds. <br /> <br />Councilor Wooten noted that the Walnut Street project was the only revision <br />located in the inner city area and asked if this meant that the inner city <br />routes are primarily completed.
