· Households with persons with disabilities have significantly more problems than <br /> households without persons with disabilities. <br />· Annual household income is a major determinant in the amount of problems <br /> experienced in a household. Households earning less than $34,000 per year are <br /> especially affected. <br />· The need to provide and increase the range of affordable options for special <br /> populations, such as persons with disabilities and the elderly, continues. <br />· Homeless youth are a sub-population with special needs. <br /> <br />Community Survey Results <br />The need for affordable housing, medical care, and jobs continues. Three major <br />household needs, identified in the United Way of Lane County Community Needs and <br />Assets Study, are listed below: <br /> <br />· Paying for Medical Care. The most severe problems experienced by respondents <br /> were related to paying for medical care. Issues of medical care are the most <br /> pressing needs for households with seniors. <br />· Local Economy. There is a significant increase in problems tied to the local <br /> economy. Problems driven by the local economy, such as the inability to find work, <br /> lacking money for housing, and lacking money for food have worsened over the past <br /> four years. <br />· Housing. There is a continuing upward trend in needs concerning housing. Lacking <br /> money for housing, overcrowding, need for major repairs, and not enough money to <br /> pay the utility bills saw significant increases in need. <br /> <br />Objectives, Implementation Strategies, and Outcomes <br />The recent census data, market analysis, and citizen input supported and emphasized <br />the need to continue to pursue objectives set in the Consolidated Plan 2000. The data <br />in the plan established high priority needs for housing as well as community and <br />economic development in the following areas: <br /> <br />Affordable Housing: <br /> <br />· Increase the supply of affordable rental housing. <br />· Conserve and improve existing affordable owner and renter housing stock. <br />· Increase opportunities for Iow- and moderate-income households to become and <br /> remain homeowners and renters. <br />· Specifically encourage greater minority homeownership. <br />· Increase the range of housing options and related services for special needs <br /> population. <br />· Remove barriers to affordable and supportive housing. <br /> <br />Community Development: <br /> <br />· Support a human service defivery system that helps Iow- and moderate income <br /> persons achieve dignity, well-being, and self-sufficiency. <br />· Promote economic development and diversification through the creation of jobs that <br /> lead to self-sufficiency. <br /> <br />]0 <br /> <br /> <br />
