In this capacity, it serves as the housing authority for the Cities of <br />Eugene and Springfield and Lane County. HACSA owns, manages, and maintains 708 <br />public housing units for Iow-income households. HACSA's Public Housing Department <br />also manages a 25-unit Section 8 apartment complex for families and two HUD multi- <br />family apartment complexes comprised of families, elderly, and disabled residents. <br />HACSA also administers the HUD Section 8 housing programs and manages the Low- <br />income Weatherization Program. The basis for this plan is the data gathered and produced from the 2000 <br />Census. Thanks to the Internet and the advances in personal computers and networks, <br />the latest Census data was made available to the public in a timely, relatively easy to <br />access and manipulate format for the first time ever! This allowed for some very detailed <br />analysis of the information and comparisons to past data sources. Credible projections <br />of incomes, populations, and demographics can be made to help define community <br />needs in the five-year time period of this plan.
