According to the HUD SOCDS data, during this time, the minority and <br />Hispanic peoples experienced over a 100.0% increase, the Hispanic population <br />increased 151.4% in Springfield. Looking at the Census 2000 data, the poverty rate of <br />these populations illustrates needs in both communities. <br /> <br />In Eugene, the poverty rate is 17.1%. The minority population in Eugene, which <br />comprises 9.1% of the residents, has a poverty rate of 31.0% and the Hispanic and <br />Latino community, who are 5% of the city's total population, have a rate of 26.7%. <br /> <br />Springfield has a poverty rate of 17.9%, up from 1990 by 1.4%. The Springfield <br />populace is composed of 6.9% Hispanic and 6.4% racial minorities. Of these <br />populations, 31.7% of the minority population, and 34.8% of the Hispanic population are <br />in poverty. <br /> <br />Breaking this down into age groups, the imbalance in the overall population for both <br />cities with regard to income levels becomes apparent. Within the minority communities, <br />the poverty rate is highest in the 18-24 age groups. In Springfield, the minority <br />population under age 18 has a 10.9% poverty rate. For the ages 18-64, in Eugene, the <br />rate is 24.3% and in Springfield 17.3%. The Hispanic and Latino community's poverty <br />rate for the population 18-64 in Eugene is 16.6% and in Springfield, 19.0%; Springfield <br />also has 15.9% of its Hispanic population under age of 18 living in poverty. <br /> <br />The minority and Hispanic communities in Eugene and Springfield are experiencing an <br />increase in populations, this increase is outpacing the growth of the population as a <br />whole, and the poverty rates of these communities are mirroring the population growth, <br />experiencing a larger poverty rate than the rest of the community. This poverty rate is <br />reflective of the population out of the total sub-populations, who have incomes below <br />poverty level. <br /> <br />Across the board, these sub-populations have the majority of their populations in poverty <br />within the 18-64 age groups. There are also large proportions of the subpopulations that <br />are children under age 18 living in poverty. For the minority population in Eugene, <br />24.3% between the ages of 18-64 are below poverty level, in Springfield, 17.3% in the <br />same age group are below poverty, but there are more children under are 12 in poverty, <br />4.4% of these children are under age 5. The Hispanic population in Springfield also has <br />a large percentage of the population under age 5 living in poverty at 9.1%, which makes <br /> <br />4O <br /> <br /> <br />
