preventing homelessness by building the infrastructure of housing and services through <br />the following: <br /> <br />Use of State and local governmental resources to support the development of <br />generic affordable housing through acquiring land for future development. <br />Develop a State-funded mechanism to assist housing providers that continuously <br />struggle to maintain people in housing through repairing damages, payment of past <br />due rents, etc. <br /> <br />Following are the objectives and their related implementation measures and projected <br />outcomes: <br /> <br />· Coordinate regional efforts to end homelessness in Lane County by the year 2015. <br />· Improve already strong continuum of homeless services. <br />· Develop system infrastructure to improve access to housing and services. <br />· Increase prevention resources and services to Iow-income households to reduce the <br /> number of individuals and families entering the homeless service system. <br />· Expand housing capacity to address housing needs across the Continuum of Care. <br />· Increase services to homeless youth. <br />· Increase services for homeless populations with special needs (e.g., substance <br /> abuse, mental health, dual-diagnosis, and HIV/AIDS, etc.). <br />· Ensure adequate supportive services are offered to homeless individuals and <br /> families to facilitate movement through the homeless system with the end results of <br /> permanent housing and self-sufficiency. <br /> <br />Additionally, HSC staff members have worked with the Community Action Advisory <br />Committee (CAAC) to develop six priority objectives for HSC services. These priorities <br />are validated by the results of the United Way Community Needs and Assets Study and <br />the Commission on Children and Families Senate Bill 555 June 2004 update. The <br />categories that follow were designed to better focus the work plan for the upcoming <br />fiscal year 2005-07 bienniums. <br /> <br />· Ensure basic health essentials of nutritious food, safe shelter, and a warm home. <br />· Keep Iow-income homeless people well, and physically and mentally fit. <br />· Support safety from all forms of abuse, and prevent violence. <br />· Stabilize at-risk people through outreach and education to move them to a safer and <br /> healthier lifestyle and environment. <br />· Improve the stability and self-reliance of Iow-income homeless people. <br />· Assist people to access services to become healthier and more secure. <br /> <br /> <br />
