Executive Summary <br /> <br />Introduction <br />The Consolidated Plan is an inter-jurisdictional effort to identify needs and formulate a <br />five-year strategic plan with objectives and outcomes that address needs for housing, <br />homeless, and community development. This Consolidated Plan covers the five-year <br />period beginning July 1, 2005 and ending June 30, 2010 (fiscal years 2006 through <br />2010). <br /> <br />The Consolidated Plan is a US Department of Housing and Urban Development <br />Department (HUD) requirement for both the Cities of Eugene and Springfield to receive <br />Community Development Block Grant (CDBG) funds and for the Eugene-Springfield <br />Consortium to receive HOME Investment Partnerships Program (HOME) funds, and <br />American Dream Downpayment Initiative (ADDI) funds, with the City of Eugene serving <br />as the lead agency. It is also a requirement of Lane County to receive Emergency <br />Shelter Grant (ESG) funds. <br /> <br />Citizen Participation Process <br />The key components of the citizen participation process included: <br /> <br />· Collaboration with the United Way of Lane County Needs and Assets Study, with <br /> data received from 1,200 phone surveys, followed by an interactive group of 21 <br /> community leaders holding a round table discussion, a larger community event to <br /> discuss findings, and a presentation to the City Club of Eugene; <br />· Public hearing on community needs with residents of Iow-income housing <br /> development and other community members; <br />· Involvement from citizen advisory groups in Eugene and Springfield; <br />· Consolidated Plan information session featuring the results of the kids' art <br /> competition for the cover art for the Consolidated Plan 2005 and subsequent five <br /> One-Year Action Plans (OYAP) was held; <br />· Final public hearings on the proposed plan were held at the intergovernmental <br /> Housing Policy Board (HPB) and citizen advisory committee in both Cities. <br /> <br />Housing Market Analysis <br />Highlights from the Community Profile and Housing Market Analysis are listed below: <br /> <br />Population will continue to grow but at a lower percentage than in previous years. <br />Household size will continue to decline. An increase in population, coupled with <br />smaller household size will translate into an accelerated need for a greater number <br />of units to serve the increase. <br />Minorities composed 11.4% of the population in 2000. Persons of Hispanic origin <br />comprise 5.5% of the current population. The Environmental Research Systems <br />Institute (ERSI) projects that the 2009 minority population will be 13.9%, and that <br />persons of Hispanic origin will make up 8.0% of that population. Language and <br />cultural barriers may continue to be issues. <br /> <br /> <br />
