· Customer Satisfaction: <br /> <br />· Measures of Success for Four-Year Strategies: <br /> <br />Strategy 1: Provide assistance in the creation, acquisition and rehabilitation of Iow- <br />income housing units. <br /> <br />Measures: · Provide resources to create, acquire or rehabilitate an average of 70 Iow- income <br /> housing units per year. <br /> · Maintain an average of ten acres in the landbank. <br /> <br />Strategy 2: Assist in the creation of jobs available to Iow-income individuals and <br />promote diversity of business ownership through small and micro-enterprise lending. <br /> <br />Measures: <br /> · Maintain a ratio of one full-time job per $35,000 loaned, based on the HUD standard. <br /> · Lend 25.0% of total available funds to qualified Emerging Business Loan Pool <br /> applicants or for micro-enterprise activities. <br /> <br />These CDBG and HOME measures can be found on the City of Eugene's website at: <br />http://www.ci.euqene.or, us. <br /> <br />Performance measurements for the CDBG and HOME programs begin with the <br />Consolidated Plan. The Consolidated Plan lists priorities and sets projected outcomes <br />over the five-year plan period. These goals and implementation measures address <br />housing, homeless, and community development efforts. In the annual OYAP, the <br />proposed accomplishments are listed on the project sheets. <br /> <br />Progress towards these measures is contained in the annual CAPER. Data is provided <br />at the project level and reported annually to show progress towards the five-year <br />objectives established in the Consolidated Plan. <br /> <br />CDBG- and HOME-related outcomes in the Consolidated Plan 2000 include: <br /> <br />· Number of newly constructed affordable rental units <br />· Number of housing units rehabilitated or receiving home repairs and accessibility <br /> improvements <br />· Number of first-time homebuyers and homeownership units built <br /> <br />$$ <br /> <br /> <br />
