CONTINUED DISCUSSION OF PROPOSED BPA TRANSMISSION LINE LOCATION (memo, <br /> background material distributed) <br /> Mr. Gleason introduced Jim Croteau, Planning. Mr. Croteau said that the Bonneville <br /> Power Administration (BPA) was proposing to upgrade its existing right-of-way <br /> through the South Hills with a double circuit, 500 kV transmission line. He <br /> said that the project was being undertaken in conjunction with Pacific Power and <br /> Light's proposed 500 kV transmission line from Eugene to Medford. He said that <br /> the Bureau of Land Management was also involved, since it owns much of the land <br /> included in the alignment between Eugene and Medford. He said that the BPA was <br /> involved in the northern end of the project and its terminus at existing power <br /> sources in the Eugene area. Mr. Croteau said that the end result of the project <br /> would be to increase the power capability in PP&L's southern division in the <br /> e Medford area. He said that an Environmental Impact Statement (EIS) had been <br /> prepared regarding the BPA's portion of the project and that the proposed <br /> preferred alternative called for running the new line through an existing power <br /> line corridor that crosses the front of Spencer Butte. He said that the existing <br /> corridor now contains a 230 kV power line on steel lattice towers and some <br /> smaller lines on wooden towers. Mr. Croteau said that staff members and <br /> Councilor Wooten had met with BPA representatives on June 15, 1982. <br /> Councilor Wooten said that she, Terry Jones and Jim Croteau of the Planning <br /> Department, and Tim Sercombe of the City Attorney's Office had met on June 15, <br /> 1982, with four representatives of the BPA, in hopes of getting answers to <br /> technical questions regarding all of the proposals and determining whether there <br /> was any flexibility in the preferred alternative. She said that the BPA had <br /> invited council members to go up, individually~ in the BPA helicopter at noon on <br /> June 17, to view the area. She said that the helicopter would leave from the <br /> Goshen substation. Ms. Wooten said that she did not get the sense from the BPA <br /> representatives that there was room for negotiations or flexibility. She said <br /> she did not believe that the need for the project for the Eugene-Springfield <br /> area had been demonstrated and that she therefore did not feel that the City of <br /> Eugene could agree with the proposal as it is currently proposed. She said <br /> that, on that basis, staff had drafted a resolution to be considered by the <br /> counc il .
