She returned to discussion of the BPA-funded energy <br /> program and said that there was a problem with the proposed long-term contract <br /> arrangement, centering on the question of who will pay the costs of conservation-- <br /> those who provide power or those who use power and benefit from lower energy <br /> costs. She said that BPA felt consumers who benefit from lower energy costs <br /> should pay for conservation measures on the basis of amount of energy saved. <br /> She said that this proposal had met with much opposition from BPA customer <br /> groups and that attempts were being made to resolve this issue. <br /> Ms. Reeder said BPA felt that, despite the current existence of an energy <br /> surplus, it was cost-effective to continue conservation efforts, since surplus <br /> energy can be sold and since energy can be saved in the future, when a surplus <br /> no longer exists. She said that BPA has therefore agreed to continue its five <br /> existing conservation programs and to add four additional programs: an insti- <br /> tutional building program, a low-income weatherization program, a street and <br /> area lighting program for State-owned properties; and a local government technical <br /> assistance grant program. Ms. Reeder said that the BPA was also developing <br /> research and development programs. <br /> Mr. Gleason thanked Ms. Reeder for her presentation and her efforts. He sa i d <br /> that the EWEB conservation program she had developed was the most imaginative <br /> and cost-effective program in the Northwest. He felt that the council should <br /> pursue the goal of making the area energy-efficient. He noted that it might be <br /> necessary in the future for the council to support EWEB's position in helping <br /> the BPA recognize the continued need for conservation programs. Councilors <br /> e Miller and Wooten said that the council continued to support conservation as a <br /> long-term priority and thanked Ms. Reeder for her work. Mayor Keller and <br /> Councilor Hamel urged Ms. Reeder to involve more of the City's neighborhood <br /> groups in the water heater wrap program and thanked her for her presentation. <br /> VI. CODE CLARIFICATION RE: AIRPORT PARKING (memo, ordinance distributed) <br /> Mr. Gleason introduced Bob Shelby, Director of Aviation, Mahlon Sweet Airport. <br /> Mr. Shelby said that in the past decisions regarding airport parking had been <br /> made by the Airport Commission, and handled completely separately from the <br /> issues related to downtown parking. The proposal before the council was to <br /> clarify the regulations and procedures for handling downtown, off-street <br /> parking to clearly exclude airport parking from these regulations. He said that <br /> staff recommended adoption of the ordinance. <br /> CB 2490--An ordinance concerning charges for off-street parking; <br /> amending Section 5.285 of the Eugene Code, 1971, and <br /> declaring an emergency. <br /> Mr. Obie moved, seconded by Mr. Hamel, that the bill be read the <br /> second time by council bill number only, with unanimous consent <br /> of the council, and that enactment be considered at this time. <br /> Roll call vote; motion carried unanimously. <br /> - <br /> MINUTES--Eugene City Council June 16, 1982 Page 8 <br />
