Roll call vote. All councilors present <br /> voting aye, the bill was declared passed and numbered 18992. <br /> VII. EXPENDITURE OF EPAC BOND INTEREST RESERVE FUND (memo distributed) <br /> Mr. Gleason introduced Ed Smith, Development Director. Mr. Smith said that the <br /> total interest to date from the EPAC bonds was $5,676,078, with $4,747,753 <br /> having been spent. He said that $928,325 remained. He said that the <br /> request before the council was to authorize expenditure of $871,000. Mr. Smith <br /> reviewed the list of recommended uses for this bond interest, which included <br /> additional lighting, clean-up work on the site after construction is completed, <br /> design costs, project administration costs, installation of a wooden floor in <br /> the small performance hall, extension of the Construction Manager's contract, <br /> construction of administrative offices in the basement of the building, increases <br /> in the architectural program, purchase of furniture and equipment, work on the <br /> sound system, funds to develop the arcade area, and contingency funds. Mr. <br /> Smith noted that a number of these items would be reimbursed by the Eugene Arts <br /> Foundation, as the foundation's cash flow allows. <br /> Councilor Wooten asked the status of the development of the arcade shops. Mr. <br /> Smith responded that the Eugene Renewal Agency had allocated $344,000 for this <br /> e project, with $150,000 to be spent on construction on the lower level and <br /> $194,000 to be spent to blend the EPAC area in with the Conference Center steps <br /> and central deck area. Mr. Smith said that more work would be needed to <br /> complete development of this area. Ms. Wooten said that when the arcade was <br /> near completion, she would like to have a report back to the council so that <br /> councilors could have an opportunity to ask questions and discuss this project. <br /> Mr. Obie moved~ seconded by Mr. Hamel, to authorize expenditure <br /> of the EPAC Bond Interest Reserve Fund as outlined. Roll call <br /> vote; motion carried unanimously. <br /> Mr. Gleason noted that change orders have only amounted to approximately <br /> 1 percent of the construction costs of the project. He congratulated Mr. Smith <br /> on this excellent record. <br /> VIII.
