<br /> ~ <br /> ~ <br />= ;, <br />; <br /> Some of the concerns the CIC recommended be addressed in the supplemental <br />e guidelines were: <br /> 1. When neighborhood groups testify before the City Councilor other <br /> public body they should explain whether the position taken represents <br /> a vote of the general membership, the executive board, a committee, or <br /> by members present and lacking a quorum; and if there was a strong <br /> minority position. The CIC further recommended that all groups <br /> testifying before City advisory groups follow these guidelines. <br /> 2. The neighborhood groups should include in their charters methods to <br /> assure opportunities to participate by non-resident property owners if <br /> they are not allowed to vote in certain neighborhoods. <br /> Mr. Lindberg said he appeared before the Citizen Involvement Committee as one <br /> who was concerned with a number of elements of the presentations that neigh- <br /> borhood groups had brought before the Council. He felt the CIC had done an <br /> excellent job clarifying and providing guidelines for groups that make presenta- <br /> tions to the Council. <br /> Mr. Lindberg said one concern had not been resolved and probably could only be <br /> resolved informally through individual action of individual groups. That <br /> concern was for some kind of forum for resolution of conflict within a neighbor- <br /> hood group. <br /> Ms. Miller also thanked the CIC for their work. She said she had noticed <br /> improvement in various City planning and hearing procedures since the CIC had <br />e begun work in the area. She specifically felt the recommendations would be <br /> helpful in resolving some of the problems. Mr. Obie expressed the appreciation <br /> of the Council for the Citizen Involvement Committee's work. <br /> Ms. Miller moved, seconded by Ms. Smith, to approve the recommen- <br /> dations of the Eugene Citizen Involvement Committee regarding the <br /> Neighborhood Organization Recognition Policy. Roll call vote; <br /> motion carried unanimously. <br /> The meeting was adjourned. <br /> ~~. <br /> Micheal D.
