PRESENTATION OF THIRD ANNUAL REPORT OF THE EUGENE CITIZEN INVOLVEMENT <br />- COMMITTEE (memo, report distributed) <br /> Mary Hudzikiewicz, outgoing chairperson of the Eugene Citizen Involvement <br /> Committee, reviewed the report submitted. She noted the results of the citizen <br /> opinion questionnaire had been given the Council earlier in the year. The <br /> Citizen Involvement Committee has continued to monitor citizen involvement in <br /> the Zoning Code update, area refinement plans, special studies and other land <br /> use planning issues. <br /> Ms. Hudzikiewicz point out the committee's continued cooperative efforts with <br /> neighborhood organizations, MAPAC, and Lane County and Springfield citizen <br /> involvement advisory committees. She said a joint meeting of metro area citizen <br /> involvement body chairpeople did not occur during 1981/82, but thp. new chair- <br /> people are committed to having a meeting this year. Minutes of each committee's <br /> work are exchanged. <br /> The CIC continues to examine the refinement plan process and to develop sugges- <br /> tions for making the process less time-consuming and painful. <br /> The committee is also participating in the develop~ent of a community perspec- <br /> tives curriculum for primary and secondary schools and intends to keep working <br /> with School District 4J to complete the project. <br /> One of the most significant accomplishments of the Citizen Involvement Committee <br /> this year, according to Ms. Hudzikiewicz, was the development of a series of <br />e informational pamphlets regarding the planning process for sale or distribution <br /> to citizens. Four pamphlets are nearly ready to be printed and are designed to <br /> be easily understood by citizens. <br /> The CIC also continues to receive and develop recommendations for updating <br /> Eugene's Citizen Involvement Program. The CIC has provided increased opportun- <br /> ities for citizen awareness of and participation in land use planning and <br /> related processes. The committee has identified areas where public education is <br /> needed and has initiated action. It has also recommended techniques for improv- <br /> ing opportunities for citizen involvement. <br /> VII. CITIZEN INVOLVEMENT COMMITTEE RECOMMENDATION re: MEMBERSHIP AND VOTING <br /> PROVISION OF NEIGHBORHOOD ORGANIZATIONS AS AUDRESSED IN THE NEIGHBORHOOD <br /> ORGANIZATION RECOGNITION POLICY (memo, background distributp.d) <br /> Ms. Hudzikiewicz said the Eugene Citizen Involvement Committee was asked by the <br /> City Council to look at membership and voting provisions of neighborhood organ- <br /> izations. Following extensive review, the CIC made the following recommendations: <br /> 1) neighborhood groups should be asked to review their charters within the next <br /> year and yearly thereafter; 2) a model charter with alternative provisions <br /> should be developed; and 3) the Neighborhood Liaison staff, in consultation with <br /> the CIC and the Neighborhood Leaders, should develop supplemental guidelines to <br /> the Recognition Policy. <br />. <br /> MINUTES--Eugene City Council June 30, 1982 Page 7 <br />
