'. <br /> ,.- <br /> M I NUT E S <br /> e <br /> Eugene City Council <br /> Work Session <br /> Treehouse Restaurant <br /> July 12, 1982 <br /> 5:00 p.m. <br /> PRESENT: Gus Keller, Mayor; Emily Schue, Mark Lindberg, John Ball, Gretchen <br /> Miller, Betty Smith, Cynthia Wooten (6:00 to adjournment), Bill Hamel, <br /> City Councilors; Micheal Gleason, City Manager; Dave Whitlow, <br /> Assistant City Manager; Pat Lynch, Council Administrator; Marge Beck, <br /> Director of Council/Community Services; Fred Webb, KUGN; Susan Pack, <br /> Eugene Register-Guard; Gordon Elliott. <br /> I. REPORT OF TASK FORCE ON REVENUES <br /> Mr. Whitlow reviewed the draft work plan for arriving at a revenue package <br /> recommendation by December 31, 1982. The three elements of the work plan were: <br /> 1. Establish a desired level of diversification in revenues. <br /> 2. Establish a desired level of essential services (forecast revenues, , <br /> find marginal requirements). <br /> e 3. Recommend revenue package and/or reduce services to match marginal <br /> requirements. <br /> Mr. Whitlow said the work plan process suggested at least 10 meetings over the <br /> next six months would be needed to review all revenue options, determine the <br /> desired characterics of revenue sources, review intergovernmental issues, and <br /> involve the public. <br /> The June 23 meeting of the Task Force on Revenue, comprised of the Mayor and <br /> four City Councilors, resulted in the following recommendations to the City <br /> Counc il : <br /> 1. Establish a revenue subcommittee as a standing City Council sub- <br /> committee. <br /> 2. Longer-term action (not crisis response mechanism). <br /> 3. Review and discuss wide variety of revenue issues (future revenue <br /> sources, Federal/State revenues, user fees, etc.). <br /> 4. Develop bylaws. <br /> 5. Membership would be Mayor and four City Councilors, two ex-officio <br /> members from the Budget Committee. <br /> e 6.
