There had been concern <br /> . expressed by some members of the Budget Committee that they should be voting <br /> members of the subcommittee. <br /> Ms. Miller said having Budget Committee members present for the subcommittee's <br /> discussion was more important than whether they could vote or not. Public input <br /> is essential, Ms. Miller added, but the Budget Committee is not as familiar as <br /> City Councilors with operations of the City, particularly in dealing with <br /> Federal and State intergovernmental issues. <br /> Mr. Lindberg felt Budget Committee members should be notified that they are <br /> welcome to attend all meetings of the revenue subcommittee. Mayor Keller said <br /> the task force felt very stongly that the lines of communication should be open <br /> between the Budget Committee and the proposed subcommittee. Ms. Smith said <br /> minutes of the task force meeting were sent to Budget Committee members. <br /> Mr. Gleason recommended the new subcommittee be established by resolution at <br /> this Wednesday's regular Council meeting. He noted staff needed a forecast by <br /> January of what services will be kept in the budget for FY83. He said it would <br /> take four months to put the recommendations into place. <br /> Councilors discussed the number of meetings that would be required of the <br /> revenue subcommittee. It was felt that at least two, and perhaps four, meetings <br /> a month would be necessary. Mr. Whitlow said staff was ready to move as quickly <br /> as the City Council wished. Ms. Schue said the work of the subcommittee needed <br /> the full support of the Council and as much citizen input as possible. <br /> e Councilors discussed the process for appointing subcommittee members. Consensus <br /> was that the Mayor would nominate and the Council would appoint. A resolution <br /> establishing the subcommittee will be presented at the July 14 council meeting <br /> with appointments to be made at the July 21 meeting, if possible. <br /> II. CALENDAR <br /> Mayor Keller suggested September 9-10 for the Council Goal Session this year. <br /> Councilors will respond by Wednesday whether the dates are convenient. Mayor <br /> Keller said there had been a request from those on the Lorane Highway Task Force <br /> for a meeting. The citizens subcommittee and staff will meet on it and report <br /> to the Councilors from the Lorane Highway area. The Planning Commission requested <br /> that this Wednesday's agenda include setting a date for the next Community Goals <br /> Committee meeting. <br /> III. MISCELLANEOUS <br /> Councilors discussed naming the area where the Performing Arts Center, Conference <br /> Center and Hilton Hotel are located. Some names discussed were Cascade Plaza, <br /> Spirit Square, and Willamette Square. Consensus agreed on Willamette Square. <br /> Ms. Wooten expressed her concern that sidewalk repair was perceived by some <br /> residents in her ward as being forced on them. She said she had requested <br /> information about the sidewalk program a month ago.
