Mr. Obie moved, seconded by Ms. Schue, that the bill be read the second time by council bill number only, with unanimous consent of the council, and that enactment be considered at this time. e Roll call vote; motion carried unanimously. Council Bill 2581 was read the second time by council bill number only. Mr. Obie moved, seconded by Ms. Schue, that the bill be approved and given final passage. Roll call vote. All councilors present voting aye, the bill was declared passed and numbered 19061. E. Rezoning Request for Property Located on the Northwest Corner of West 11th Avenue and Seneca Road from M-2 Light Industrial District to C-2/SR Community Commercial District with Site Review Procedures (Industrial Finishes and Systems, Inc.) (Z 82-19) (map, additional information distributed) Mr. Gleason introduced Jim Croteau, Planning. Mr. Croteau said that the subject property was located on the northwest corner of West 11th Avenue and Seneca Road, adjacent to the Fred Meyer site. He noted that this was the last piece of land in the area still zoned for industrial use. He said that the Planning Commission had voted 6:0 to recommend approval of the request to the council. He noted that the commission had recommended application of the site review suffix to provide for ingress, egress, and on-site traffic circulation relative to West 11th Avenue and Seneca Road. Staff notes and minutes were entered into the record. e No ex parte contacts or conflicts of interest were declared by councilors. Public hearing was opened. Allen Gardner, 915 Oak Street, referred to written materials previously submitted relative to this application. He said that this industrially zoned property was completely surrounded by commercially zoned property. He said that the applicant found application of the site review suffix acceptable, so long as it was applied only in relation to ingress and egress of traffic. He said that Stuart Barr, President of Industrial Finishes, was available to respond to questions from councilors. There being no further testimony, public hearing was closed. CB 2582--An ordinance authorizing rezoning from M-2 Light Indus- trial District to C-2/SR Community Commercial District with Site Review Procedures for property located on the northwest corner of West 11th Avenue and Seneca Road. Mr. Obie moved, seconded by Ms. Schue, that findings supporting the rezoning as set forth in Planning Commission staff notes and minutes of October 19, 1982, be adopted by reference thereto; that the bill be read the second time by council bill number only, with unanimous consent of the council; and that enactment be considered at this time.
