<br />e <br /> <br />Management Commission on the pump station and pressure systems. He said the <br />pump station-pressure system cost was estimated at $5 to $6 million and that the <br />City of Eugene would be contributing approximately $1 million to increase the <br />size of the system. <br /> <br />Mr. Teitzel said that the first phase of the project would be contracted in July <br />or August 1983 and would include construction of the gravity system from Barger <br />and Terry to the Danebo Pump Station. He said the second phase, which would be <br />contracted in early 1984, would include the 11th Avenue and Willow Creek line. <br />Mr. Teitzel said the third phase of the project, to be accomplished by 1994, <br />would be to extend the system further west. <br /> <br />Mr. Teitzel reported that by the end of June 1983 there would be approximately <br />$6.4 million in cash reserves in the sewer utility fund. He estimated that by <br />the end of June 1984 a cash balance of only $1.2 million would remain. <br />Mr. Teitzel noted that this fund is also used for operation of the treatment <br />plant and for other sewer activities. He noted that a few weeks ago the council <br />had authorized purchase of easements for the pressure system and said that at <br />this time staff was requesting authorization to purchase easements for the phase <br />one gravity system. <br /> <br />e <br /> <br />Mr. Gleason commended the Public Works staff for the huge amount of design work <br />and other preliminary work that had gone into these projects and for the excellent <br />coordination with Federal agencies. He discussed the computerized design system <br />that had been used in making determinations of the cost-effectiveness of various <br />designs. Mr. Gleason noted that this was the culmination of years of work <br />including work on the Metropolitan Area General Plan and coordination with other <br />agencies, including Lane County. He said that over the next 25 years this <br />planning would govern development of the West Eugene and Willow Creek areas and <br />would result in one of the best planned "cities within a city" in the nation. <br /> <br />Mayor Keller asked Mr. Teitzel and Mr. Gleason to convey to City staff the <br />appreciation of the council for the excellent work involved. He noted that it <br />would be a pleasure to see these commitments become reality as construction and <br />development proceed. <br /> <br />Councilor Ball commented that the residents of the Danebo area would be especially <br />pleased to see existing sewer problems corrected. <br /> <br />CB 2639--An ordinance authorizing the institution of proceedings <br />in eminent domain for the acquisition by condemnation <br />of property interests for the construction of the West- <br />side Trunk Sewer from Barger Drive and Terry Street to <br />the Danebo Pump Station; and declaring an emergency. <br /> <br />Ms. Schue moved, seconded by Mr. Obie, that the bill be read <br />the second time by council bill number only, with unanimous <br />consent of the Council, and that enactment be considered at this <br />time.
