e

e

-

Ms. Schue moved, seconded by Mr. Obie, that the bill be approved
and given final passage. Roll call vote. All councilors present
voting aye, the bill was declared passed and numbered 19141.

v.

DISCUSSION OF MAY 23, 1983, COUNCIL MEETING AGENDA

Councilor Obie noted that a hearing was scheduled for the May 23, 1983, council
meeting on improvements to Lorane Highway. He noted that this had been a
controversial project involving substantial assessments and a good deal of
concern from residents of the area regarding cuts and fills that would need to
be made. He suggested that councilors visit the area of the proposed improvements
prior to the May 23 meeting. Councilor Schue concurred with this suggestion and
noted that the improvements had been requested by those concerned for the safety
of children walking to Crest Drive Elementary School. She suggested councilors
consider this issue as they viewed the area.

Responding to a question from Mayor Keller, Mr. Teitzel said that staff had met
with residents of the area and that he believed discussions regarding the design
of the improvements had progressed as far as was possible. Mr. Gleason said
that the City had made considerable compromises in design including reduction of
the road section to 26 feet and of the sidewalk to four feet. He said no major
realignment of the roadbed was proposed, and he believed only two trees would
need to be removed. Responding to a question from Mayor Keller, Mr. Gleason
said that he had a personal conflict of interest with the item and had asked
that his property be withdrawn from calculations so they would not affect the
numbers used in presentations on the item.

The meeting was adjourned.

~~

Ci ty Manager
(Recorded by Darcy Marentette)

MDG:DCM:bm/CM26a7

MINUTES--Eugene City Council

May 18, 1983

Page 5
