Speaking in support of the request: Julie Roswall, 837 West 3rd Avenue, spoke as the vice-chair of the Whiteaker e Community Council. She said that the WCC had approved an ordinance including a solar access clause, but that the Planning Commission proposal had deleted this. She characterized the solar access clause as the key ingredient in integrating industrial with residential use, and said that scale was critical. She urged the council to reconsider this. Speaking in opposition to the request: Della Davis, 196 Monroe Street, asked that tax lots 3100 and 3200 should remain zoned industrial. She asked what had motivated the rezoning at this time, and asked that something be done about Northwest Recycling, which she termed unpleasant to look at. There being no further testimony, the public hearing was closed. In response to a request by Councilor Obie, Ms. Smernoff 8(plained that one of Ms. Davis' two lots was inside and one outside the area for rezoning, and she wished them both to have the same zoning. In response to a question from Councilor Wooten, Ms. Smernoff replied that the area would be covered by the 8(isting solar access code. Councilor Holmer said that he would vote for the request, although he has misgivings about the mixed-use designation. e CB 2656--An ordinance authorizing rezoning from 1-2 Light-Medium Industrial District and R-3 Multiple-Family Residential District to MU-R Whiteaker Residential Mixed-Use District and application of Professional-Office Sign District, for property located in the Whiteaker Neighborhood (Areas 1 and 2). Ms. Schue moved, seconded by Mr. Obie, that findings supporting the rezoning as set forth in Planning Commission staff notes and minutes of May 3, 1983, be adopted by reference thereto; that the bill be read the second time by council bill number only, with unanimous consent of the council; and that enactment be considered at this time. Roll call vote; motion carried unanimously. Council Bill 2656 was read the second time by council bill number only. Ms. Schue moved, seconded by Mr. Obie, that the bill be approved and given final passage. Roll call vote. All councilors present voting aye, the bill was declared passed and numbered 19154.
