<br /> Speaking in support of the request: <br /> Julie Roswall, 837 West 3rd Avenue, spoke as the vice-chair of the Whiteaker <br />e Community Council. She said that the WCC had approved an ordinance including a <br /> solar access clause, but that the Planning Commission proposal had deleted this. <br /> She characterized the solar access clause as the key ingredient in integrating <br /> industrial with residential use, and said that scale was critical. She urged <br /> the council to reconsider this. <br /> Speaking in opposition to the request: <br /> Della Davis, 196 Monroe Street, asked that tax lots 3100 and 3200 should remain <br /> zoned industrial. She asked what had motivated the rezoning at this time, and <br /> asked that something be done about Northwest Recycling, which she termed unpleasant <br /> to look at. <br /> There being no further testimony, the public hearing was closed. <br /> In response to a request by Councilor Obie, Ms. Smernoff 8(plained that one of <br /> Ms. Davis' two lots was inside and one outside the area for rezoning, and she <br /> wished them both to have the same zoning. <br /> In response to a question from Councilor Wooten, Ms. Smernoff replied that the <br /> area would be covered by the 8(isting solar access code. <br /> Councilor Holmer said that he would vote for the request, although he has <br /> misgivings about the mixed-use designation. <br />e CB 2656--An ordinance authorizing rezoning from 1-2 Light-Medium <br /> Industrial District and R-3 Multiple-Family Residential <br /> District to MU-R Whiteaker Residential Mixed-Use District <br /> and application of Professional-Office Sign District, for <br /> property located in the Whiteaker Neighborhood (Areas <br /> 1 and 2). <br /> Ms. Schue moved, seconded by Mr. Obie, that findings supporting <br /> the rezoning as set forth in Planning Commission staff notes and <br /> minutes of May 3, 1983, be adopted by reference thereto; that the <br /> bill be read the second time by council bill number only, with <br /> unanimous consent of the council; and that enactment be considered <br /> at this time. Roll call vote; motion carried unanimously. <br /> Council Bill 2656 was read the second time by council bill number only. <br /> Ms. Schue moved, seconded by Mr. Obie, that the bill be approved <br /> and given final passage. Roll call vote. All councilors present <br /> voting aye, the bill was declared passed and numbered 19154. <br /> Councilor Wooten left the meeting. <br />e MINUTES--Eugene City Council June 27, 1983 Page 8 <br />
