<br /> Ms. Schue moved, seconded by Ms. Smith, to postpone the public <br /> hearing and council consideration of a street vacation request <br /> e located on the east side of River Road, between Green Lane and <br /> Division Avenue to August 17, 1983. Roll call vote; motion <br /> carried unanimously. <br /> IV. REPORT ON ENERGY CONSERVATION PROGRAMS BY EWEB STAFF <br /> Ms. Reeder of Eugene Water & Electric Board reminded the council that an <br /> ordinance had been enacted in February of 1981 establishing mandatory weatheriza- <br /> tion standards to become a part of the City's Housing Code on January 1, <br /> 1985, and requiring a review of certain implementation issues by January 1, <br /> 1984. She said that her report had been prepared in anticipation of this <br /> review. <br /> Ms. Reeder noted that three areas had been identified at the time the ordinance <br /> had been adopted: the cost and availability of energy; the success of voluntary <br /> weatherization under existing programs; and the availability of financing. <br /> The Cost and Availability of Energy. Ms. Reeder indicated that there were a <br /> number of unanswered questlons ln this area, including the future of the <br /> WWPPS plants. She said that the cost of energy would be directly related to <br /> demand. She noted that the Regional Energy Council's goal was to buy only <br /> resources that were needed and to buy the cheapest resource first. She added <br /> that conservation was currently the cheapest resource. <br /> e <br /> Availabilita of Financing. Ms. Reeder observed that BPA funding for EWEB had <br /> been reduce by more than half in the current year, and would be cut again in <br /> FY84. She said that FY85 projections were for less than half the current <br /> financing. In addition, she noted that BPA was requiring utilities to sign long <br /> term conservation contracts with provision for unilateral amendment by BPA <br /> and payment of a conservation contract charge. As a result of concern over <br /> these issues, EWEB was, she indicated, pursuing alternative financing methods <br /> of conservation efforts through the sale of EWEB revenue bonds guaranteed by <br /> BPA. <br /> Ms. Reeder closed her presentation by asking the City Council to support <br /> EWEB's efforts for continued financing and local control of conservation <br /> efforts. <br /> e <br /> MINUTES--Eugene City Council July 13, 1983 Page 4 <br />
