<br /> Mr. Gleason concurred with Ms. Reeder's remarks. He noted that conservation was <br /> e not as popular an issue as it had been several years ago, but that the City <br /> should continue its conservation efforts in anticipation of a new cycle of <br /> energy shortages. He commented that Councilors Smith and Schue and two repre- <br /> sentatives from EWEB were meeting to coordinate these efforts. <br /> Councilor Smith agreed that this issue was of vital importance. She noted that <br /> the present working relationship with EWEB should be maintained and reinforced. <br /> She asked Ms. Reeder what the City Council could do at this stage to support <br /> EWEB's struggle for continued local control of the conservation program. Ms. <br /> Reeder replied that a letter to BPA would be helpful. Council agreed that <br /> staff should draft a letter and, if time permitted, a resolution to BPA on the <br /> proposed contract amendment. <br /> Councilor Schue also spoke in favor of continued cooperation with EWEB. She <br /> expressed a need for more information concerning revenue bonding. Councilors <br /> Holmer and Lindberg concurred that the momentum should be maintained. <br /> Councilor Ball asked for more details concerning the conservation contract <br /> charge. <br /> Ms. Reeder distributed copies of her report. <br /> Mr. Gleason said that staff would bring back more information on the issue of <br /> revenue bonds and staff will continue to work with EWEB on their conservation <br /> efforts. <br /> e V. CITIZEN INVOLVEMENT COMMITTEE ANNUAL REPORT <br /> Carol Cogswell, chairperson of the CIC, reviewed the committee's report, <br /> noting that the committee had been established to insure citizen involvement in <br /> land use planning decisions. She indicated that the CIC's major role was in <br /> decisions as to who should be involved and at what stage. She added that during <br /> the past year the committee had established guidelines on citizen involvement, <br /> reviewed specific documents, such as the proposed new land use planning flow <br /> charts, and participated in reviewing the involvement of neighborhood groups. <br /> She concluded by showing the council copies of pamphlets on citizen involvement <br /> which the committee had produced. <br /> Councilor Schue thanked Ms. Cogswell and the CIC for its work during the past <br /> year noting that this committee is a group of creative citizens. Ms. Cogswell <br /> introduced Pat Valerand, next year's chairperson. <br /> VI. REPORT ON IN-CUSTODY HEARINGS PILOT PROJECT <br /> Mr. Gleason introduced Ernie Mazorol, Eugene Municipal Court, who reviewed <br /> highlights from the memorandum on this subject dated July 1, 1983. He noted <br /> that the project had been introduced in order to increase courtroom security, <br /> reduce jail costs, and reduce the number of officers involved in transporting <br /> inmates. He indicated the advantages and disadvantages of the program. He <br /> e recommended continuation of the project. <br /> MINUTES--Eugene City Council July 13, 1983 Page 5 <br />
