Mr. Gleason endorsed Mr. Mazorol's recommendation. Mr. Gleason noted that staff would return to the council with a funding proposal. e Ms. Schue moved, seconded by Ms. Smith, to endorse the report as presented and to request a staff financial proposal be prepared to support it. Roll call vote; motion carried 5:1, Councilor Holmer voting in opposition. VI I. RESOLUTION CONCERNING OREGON BUSINESS DEVELOPMENT FUND Mr. Gleason introduced Bill Sloat, Business Assistance Team, who explained that in order for a business to apply to the Oregon Business Development Fund for a loan it was necessary for the local jurisdiction -- in this case the City of Eugene -- to approve a resolution acknowledging the appropriateness of the transaction between the State of Oregon and the local business. Mr. Gleason said that staff recommends adoption of the resolution. Res. No. 3791--A resolution approving the Oregon Business Development Fund project proposal of Color and Herbal Works, I nc. Ms. Schue moved, seconded by Ms. Smith, to approve the resolution. Councilor Holmer stated his intention of voting against the resolution, because of insufficient notice of this item and the lack of information. Roll call vote. Motion carried 4:2, with Councilors Lindberg, e Schue, Smith and Hansen voting in favor, and Councilors Holmer and Ball voting in opposition. Counci 1 or Li ndberg stated hi s understandi ng that approval of the resol ution had merely indicated acknowledgement of the City Council's approval of the loan program, and not an endorsement of a particular applicant. Mr. Gleason said that staff would bring back a report as follow up to the council's concerns which would provide additional information on the program. The meeting was adjourned to July 20, 1983.
