There being no testimony, the public hearing was <br /> e closed. <br /> Councilor Obie moved, seconded by Councilor Smith, to award the <br /> contracts to the low bidders as outlined in the staff memo of <br /> J u 1 Y 19, 1983. Roll call vote. The motion carried unanimously. <br /> C. 1982/83 Restoration Loan Applications Funded with City Monies: <br /> 1. Walton House (Moreno's Restaurant), located at 433 East Broadway <br /> (R 83-2); <br /> 2. Ankeny House, located at 212 Pearl Street (R 83-3). <br /> Mr. Gleason introduced Pat Decker, Eugene Development Department, who said that <br /> Ellen Miller-Wolfe of the EDO would give the staff presentation. Ms. Miller-Wolfe <br /> reviewed the staff notes on the two proposals. She said that the original <br /> application for the Walton House had been for painting, but that staff had <br /> discovered that the building was also in need of work on the roof, gutters and <br /> gables, and exterior carpentry work. The Historic Review Board's recommendation <br /> was that a loan of $12,982 be made at 6 percent over 20 years. Ms. Miller-Wolfe <br /> went on to indicate that the recommendation on the Ankeny House was for a <br /> $11,500 loan at 9 percent over ten years for roof replacement. She added that <br /> the reference in the staff notes to encumbrances on the deed was based on <br /> incorrect material received from the title company. <br /> In response to a question from Councilor Holmer, Ms. Miller-Wolfe said that the <br /> e low bid for the painting for the Walton House was $2,337. <br /> Councilor Hansen asked how the interest rates had been determined. Ms. Mi 11 er- <br /> Wolfe replied that the guidelines called for 9 percent on income-producing <br /> property, but that this had been reduced in the case of the Walton House on the <br /> basis of hardship. <br /> Councilor Holmer expressed concern that a 20 year loan was being made for an <br /> improvement with a life less than 20 years, for painting the Walton House. Ms. <br /> Decker said that if the council wished to delete funding for this item they <br /> could do so without taking the issue back to the Historic Review Board. <br /> In response to a question from Councilor Ball, Ms. Miller-Wolfe stated that all <br /> loans through the program were due on sale of the property. He asked about the <br /> nature of the security for the loan for the Ankeny House. Mr. Gleason said <br /> staff would need to work on this item and would bring a report back to the <br /> council on the security issue. <br /> Councilor Hansen asked whether matching funds were being asked for from the <br /> applicants. Ms. Miller-Wolfe said that they were not.
