Ms. Decker noted the desire to <br /> campl ete the projects prior to the end of the construction season. <br /> e Public hearing was opened. <br /> Speaking in support of the application: <br /> Bonnie Marineau, 380 Ventura Avenue, the manager of Moreno's Restaurant, said <br /> that she thought of it as an oasis among the fast food restaurants and motels <br /> located on Franklin Boulevard. She said that the restaurant paid its bills, and <br /> could afford the repayments at 6 percent, though 3 percent would be even better. <br /> She urged the council to approve the loan. <br /> There being no further testimony, the public hearing was closed. <br /> Councilor Wooten stated her support for both loan applications noting that the <br /> security issue would be addressed by the attorneys. Councilor Ball indicated <br /> that despi te the good work of staff on these appl ications he coul d not support <br /> them while his fire station was still closed for lack of funds. Council or <br /> Wooten reminded Councilor Ball that the loan funds were in a revolving fund and <br /> therefore had nothing to do with fire station funding. In response to a question <br /> from Councilor Lindberg, Ms. Decker assured the council that staff would not <br /> proceed with the Ankeny House loan without adequate security. Mr. Gleason said <br /> that a report will be given to the council on the nature of the security. <br /> Res. 3793--A resolution authorizing a secured loan for restoration <br /> of Walton House located at 433 East Broadway, Eugene, <br /> e Oregon. <br /> Res. 3794--A resolution authorizing a secured loan for restoration <br /> of Ankeny House located at 212 Pearl Street, Eugene, <br /> Oregon. <br /> Councilor Obie moved, seconded by Councilor Smith, to adopt the <br /> resolutions. Roll call vote. The motion carried 7:1, with <br /> Councilor Ball voting no. <br /> II. ORDINANCES FOR SECOND READING <br /> A. Findings of Fact <br /> Councilor Obie moved, seconded by Councilor Smith, to adopt the <br /> Findings of Fact prepared by staff and outlined in the memo of <br /> July 19, 1983. Roll call vote. The motion carried unanimously. <br /> B.
