<br /> Councilor Schue moved, seconded by Councilor Obie. that the bill <br /> be approved and given final passage. Roll call vote. All Coun- <br />e cilors present voting aye, the bill was declared passed and <br /> numbered 19170. <br /> VI. CODE AMENDMENT CONCERNING POLICE SERVICE DOGS <br /> Mr. Gleason introduced Bill DeForrest, Acting Chief of the Eugene Police <br /> Department. who gave information on the City's police dog program. He said that <br /> the goal of the police department was to have a high quality program, and <br /> that, to this end, the dogs were trained in West Germany in tracking, obedience <br /> and protection. He stated that both dogs and handlers were of the highest <br /> quality, and that the use of dogs in building searches alone would save the <br /> department 1,000 hours a year. He urged the City Council to approve the proposed <br /> amendments to the code. <br /> Councilors Lindberg and Schue recounted experiences with the police department <br /> which they considered could have been dealt with more expeditiously and with <br /> less man-hours had the dog program been available. <br /> CB 2670--An ordinance concerning Police service dogs; amending <br /> Sections 4.355 and 4.874 of the Eugene Code, 1971; adding <br /> a new Section 4.455 to that code; and declaring an <br /> emer gency. <br /> Councilor Schue moved, seconded by Councilor Obie, that the bill <br />e be read the second time by council bill number only, with unanimous <br /> consent of the Council, and that enactment be considered at this <br /> time. Ro 11 ca 11 vote. Motion carried unanimously. <br /> Councilor Schue moved, seconded by Councilor Obie, that the bill <br /> be approved and given final passage. Roll call vote. All Coun- <br /> cilors present voting aye, the bill was declared passed and <br /> numbered 19171. <br /> Mr. Gleason announced that police officers had recently accepted a wage settle- <br /> ment involving virtually no wage increase in the current year. He stated his <br /> appreciation for this and for the police department's continued public service. <br /> Councilor Obie concurred. <br /> VI I. SUMMER YOUTH EMPLOYMENT PROGRAM <br /> Mr. Gleason introduced Deborah Cochran. Job Training Center, who reviewed the <br /> center's memorandum to the Council on the 1983 Summer Youth Employment Training <br /> Program. She said that 75 participants had been placed in summer jobs which <br /> would help teach good work habits, and that 45 young people were attending an <br /> 8-week residential Job Training Camp. She then reported on a typical day at the <br /> camp, and listed some of the workshops and activities in which those attending <br /> would participate.
