She said the agreement had been acknowledged by the four other <br /> organizations and that staff was recOOlmending that the council formally acknow- <br /> ledge the Memorandum of Understanding. <br /> In response to a question, City Attorney Tim SercOOlbe said he did not feel that <br /> Councilor Holmer had any pecuniary interest in the memorandum and therefore he <br /> did not see any confl ict between Councilor Holmer. s part-time employment wi th <br /> the Chamber of Commerce and the agreement. <br /> Councilor Ball questioned the purpose of the memorandum. Mayor Keller responded <br /> that concern had been raised over who was to perform certain roles in local <br /> economic development. He said it was strongly fel t that the actions shoul d be <br /> recognized by the other jurisdictions, as well as establish a cOOlmitment <br /> by these jurisdictions to create economic diversification. He sa i d the doc lJl1ent <br /> had been created to define the roles of the involved parties. Mr. Ball agreed <br /> that delineation of roles was important. but he felt the document was defining <br /> rol es wi thout any previous di scussion of the issue by the council. He said that <br /> such di scussi on was important and that no attempt had been made to incorporate <br /> the public-at-large in the formulation of roles. He said that he woul d presently <br /> oppose any definitive statement of the various parties. Mayor Keller said the <br /> task force had developed the memorandum and had presented it to the Council <br /> Committee on Economic Diversification for submission to the council. He sa i d i t <br /> was immaterial whether the council accepted the memorandum that day or not and <br /> that any discussion or questions were appropriate. Mr. Ball said the discussion <br /> bore on every aspect of economic development in the community. He sa i d the <br />e separation of assignments between the public and private sectors required wider <br /> community consideration. <br /> Mr. Gleason reviewed the process by which the goal of economic development and <br /> the subsequent policies and programs leading to the present memorandum were <br /> developed. He said the role issues were extensively debated in terms of the <br /> Six-Point Program and the individual groups and agencies. He sai d he fel t that <br /> the relationships had been clearly worked out over the past two years. He <br /> referred to the discussions of the Marketing Plan and the Buy Oregon Program <br /> which were similar to the present issue. He said that there had been approxi- <br /> mately 15 public opportunities and at least five public hearings on the Six-Point <br /> Program and the public/private partnership. <br /> Councilor Li ndberg said he thought the memorandum did an excell ent job of <br /> spelling out the traditional roles of the City and the private sector and it <br /> helped to clarify that process. He said the memorandum suggested that the City <br /> role was in an evolutionary state. He disagreed with Section 3(e), stating <br /> that he felt the role of community promotion would more appropriately be listed <br /> in Section 4 as a non-customary role, thereby reflecting the evolution of the <br /> City's role during the past year, which started with discussions of the private <br /> side performing the promotion while the public side would be delivering services. <br /> He said he would be more comfortable with keeping the City.s legitimate role in <br /> Section 3.
