<br /> CB 2706--An ordinance providing for withdrawing from the Santa <br />e Clara Water District of Lane County, Oregon, that part of <br /> the district annexed to the City of Eugene by Final Order <br /> No. 806 of the Lane County Local Government Boundary <br /> Commission on June 2, 1983; and declaring an emergency <br /> (Hutchinson, et al., A/Z 83-6). <br /> Ms Schue moved, seconded by Mr. Obie, that the bills be read <br /> the second time by council bill numbers only, with unanimous <br /> consent of the Council, and that enactment be considered at this <br /> time. Roll call vote; the motion carried unanimously, 8:0. <br /> Council Bills 2702, 2703, 2704, 2705, and 2706 were read the second time by <br /> council bill numbers only. <br /> Ms. Schue moved, seconded by Mr. Obie, that the bills be approved <br /> and given final passage. Roll call vote; all councilors present <br /> voting aye, the bills were declared passed (and became Ordinance <br /> No. 19203 [CB 2702], Ordinance No. 19204 [CB 2703], Ordinance <br /> No. 19205 [CB 2704], Ordinance No. 19206 [CB 2705], and Ordinance <br /> No. 19207 [CB 2706]). <br /> C. Facade Easement for Eugene Hotel (memo distributed) <br /> City Manager Micheal Gl.eason introduced the agenda item. Pat Decker of the <br /> Planning Department reviewed the December 7 department memorandum. She stated <br /> that Jim Williams of Brim and Associates, owners of the Eugene Hotel Retirement <br />e Center, was present to answer any questions of the council. <br /> The public hearing was opened. <br /> Jim Williams, no address given, thanked the City for their support. He explained <br /> that the facade easement was a process recognized across the country and would <br /> provide the City with the authority to restrict the rights of any developer in <br /> changing the exterior of the structure without permission. He added that the <br /> developer would benefit from the easement through certain Federal tax advantages <br /> which would allow the developer to speed up the depreciation deductions in the <br /> amount of the easement. <br /> There being no further testimony, the public hearing was closed. <br /> Ms. Schue moved, seconded by Mr. Obie, to authorize the City <br /> Manager to accept the facade easement for the Eugene Hotel. Roll <br /> call vote; the motion carried unanimously, 8:0. <br /> D. Urbanization Report (memo distributed; report previously distributed) <br /> City Manager Micheal Gleason introduced the agenda item. He said a workshop had <br /> been held on the report during which most questions had been answered. He said <br /> Jim Farah of the Planning Department was present to answer any questions.
