The public hearing was opened. e There being no testimony presented, the public hearing was closed. In response to a question, Mr. Farah clarified that the staff recommendation was to have council take final action on the report at a Wednesday meeting in January. Ms. Schue moved, seconded by Mr. Obie, to leave the record open for further submittal of written testimony until December 23, 1983, at 5 p.m. with further consideration and/or action on the report by the council on January 25, 1984. Roll call vote; the motion carried unanimously, 8:0. IV. ORDINANCE CONCERNING THE LIBRARY BOARD (memo, ordinance distributed) City Manager Micheal Gleason introduced the agenda item. Mayor Keller stated that he felt it would be in the best interests of the council to expand the Library Board from its present five members to seven. He said that in the past the City had received more than 20 applications each year for board membership; however; this year the applications numbered far less, possibly due to the frus- tration of individuals previously seeking membership. He said that increasing the number would allow for a more diverse group of people on the board. In response to a question, Mayor Keller stated that the Library Board was in agreement with the recommendation. CB 2707--An ordinance concerning the Library Board; amending e Sections 2.013 and 2.293 of the Eugene Code, 1971; and declaring an emergency. Ms. Schue moved, seconded by Mr. Obie, that the bill be read the second time by council bill number only, with unanimous consent of the Council, and that enactment be considered at this time. Roll call vote; the motion carried unanimously, 8:0. Council Bill 2707 was read the second time by council bill number only. Ms Schue moved, seconded by Mr. Obie, that the bill be approved and given final passage. Roll call vote; all councilors present voting aye, the bill was declared passed (and became Ordinance No. 19208). V. RESOLUTION AUTHORIZING EXECUTION OF RIDESHARE PROGRAM AGREEMENT (memo, resolution distributed) City Manager Micheal Gleason introduced the agenda item. Assistant Parking Administrator Jarvia Shu presented the staff report, reviewing the December 7, 1983, memorandum from Traffic Engineer Jim Hanks to Assistant City Manager David Whitlow. She said staff had worked with Pacific Northwest Bell, McKenzie- Willamette Hospital, and Sacred Heart Hospital in providing assistance in relocation and carpooling programs.
