ORDINANCE CONCERNING THE LIBRARY BOARD (memo, ordinance distributed) <br /> City Manager Micheal Gleason introduced the agenda item. Mayor Keller stated <br /> that he felt it would be in the best interests of the council to expand the <br /> Library Board from its present five members to seven. He said that in the past <br /> the City had received more than 20 applications each year for board membership; <br /> however; this year the applications numbered far less, possibly due to the frus- <br /> tration of individuals previously seeking membership. He said that increasing <br /> the number would allow for a more diverse group of people on the board. In <br /> response to a question, Mayor Keller stated that the Library Board was in <br /> agreement with the recommendation. <br /> CB 2707--An ordinance concerning the Library Board; amending <br />e Sections 2.013 and 2.293 of the Eugene Code, 1971; and <br /> declaring an emergency. <br /> Ms. Schue moved, seconded by Mr. Obie, that the bill be read <br /> the second time by council bill number only, with unanimous <br /> consent of the Council, and that enactment be considered at this <br /> time. Roll call vote; the motion carried unanimously, 8:0. <br /> Council Bill 2707 was read the second time by council bill number only. <br /> Ms Schue moved, seconded by Mr. Obie, that the bill be approved <br /> and given final passage. Roll call vote; all councilors present <br /> voting aye, the bill was declared passed (and became Ordinance No. <br /> 19208). <br /> V. RESOLUTION AUTHORIZING EXECUTION OF RIDESHARE PROGRAM AGREEMENT (memo, <br /> resolution distributed) <br /> City Manager Micheal Gleason introduced the agenda item. Assistant Parking <br /> Administrator Jarvia Shu presented the staff report, reviewing the December 7, <br /> 1983, memorandum from Traffic Engineer Jim Hanks to Assistant City Manager David <br /> Whitlow. She said staff had worked with Pacific Northwest Bell, McKenzie- <br /> Willamette Hospital, and Sacred Heart Hospital in providing assistance in <br /> relocation and carpooling programs.
