She said the CDC/JHC <br />has made some modifications to the composition of the interim CDC--to have two <br />members from each of the JHC and the CDC and to eliminate the representative <br />from the Joint Parks Committee. The other members of the committee would be as <br />reflected in the January 11, 1984, EDD memorandum. The committee suggested <br />that members of the CDC or JHC fi 11 any vac'anci es that cannot be fi 11 ed from the <br />other committees. She said one additional recommendation was that the committee <br />should report to the council within eight months on their recommendations for <br />the new CDC, allowing another four months for the committee to rework the report <br />if necessary. <br /> <br />Mr. Obie said he feels that the outcome of the interim committee will be <br />important to the City Council and will set the role of the new CDC and the <br />impact of those funds on the community. Therefore, he proposed that the interim <br />committee be composed of two members of the City Council, one member from the <br />Planning Commission, two members each from the CDC and the JHC, one member <br />from the Downtown Commission, and one member from the Neighborhood Leaders <br />Committee. He said the other position could be used as an ex officio or advisory <br />member. Ms. Schue said the composition of the committee was left flexible <br />because there might be some overlap in committee representation. She said she <br />has no problem with Mr. Obie's suggestion. Mr. Obie said he felt it is important <br />to have representation from the DTC and the Neighborhood Leaders. In response to <br />a question, Mr. Obie said that any additional members would be at the discretion <br />of the interim committee. Ms. Schue said it was her understanding that the <br />CDC/JHC would not meet again and that the new committee would be constituted by <br />the council. <br /> <br />Mr. Holmer said he had sat in on some of the initial discussions of the CDC/JHC <br />as an alternate member of the CDC. He said he was not a party to the detailed <br />discussion on the interim committee composition due to his participation <br />in the Community Goals Conference. He agreed with the recommendation by Mr. <br />Obie. He said the interim committee will, in effect, be the CDC and the JHC as <br />stipulated in Article II of the bylaws if they are approved by the council. <br /> <br />Ms. Schue said the document suggests appointment by the Mayor but added that <br />interested individuals will make recommendations to the Mayor. <br /> <br />Mr. Obie moved, seconded by Ms. Wooten, to adopt the recommenda- <br />tions relative to the merging of the Community Development and <br />Joint Housing Committees with the membership to be composed as <br />follows: two City Councilors; one Planning Commissioner; one <br />Neighborhood Leader; two Community Development Committee members; <br />two Joint Housing Committee members; and one Downtown Commissioner. <br />Roll call vote; the motion carried unanimously, 7:0. <br /> <br />XII. EUGENE CELEBRATION (memo distributed) <br /> <br />City Manager Micheal Gleason introduced the agenda item. Councilor Cynthia <br />Wooten presented the report, reviewing her January 19, 1984, memorandum as a <br />member of the Celebration Steering Committee.
